Also I would like to know, the total headcount of DG JUST (only decision makers who are in the EU Whoiswho) and how many of of the EU Commission Members of DG JUST have British nationality.

Further I would like to know the names and position of all EU Commission members who are current and past Members of EJN.

It seems there are papers showing financial investments and interests (for sure they were published for the EU Comissioners). Kindly provide them.

Dear Human Resources and Security,

i have made this request on 7th April 2015. Seeing that you have delayed the answer several times could give European Citizens the impression that you don't want to answer the request about EU public servants.
Not at the begin when you received the request, now after such a long time you come and ask for my postal address that is well known because of all the other FOI requests.
Kindly give me a contact person at your organisation and I will send a fax number. A fax is legally treated in the same way as a registered letter. This will safe time and public money.
Also I request that this FOI will be answered here on this public platform now
European Citizens have the right to get to know who works for them. Especiallly the historical background and qualification of higher ranked servants when it comes to strange decisions.

Dear Human Resources and Security,

as there was no reply from your side i have sent an email to the head of your department, Mrs Irene Souka including my fax number.

I told her that i don't like it, to waste her time and the time of her employees.

I am sure she also understands that my time is limited. I am off at work and cannot call.

If the commission would have done their work in March 2010 and again in early 2013 in making sure the EU states follow EU law in enforcing parental child contact according to 2003/2201/EC (Brussels IIa, BIIa) there would be no need for my investigations. Unfortunately they still deny that there is a violation of EU law and they still rejects the requests from the petition committee to start infringement proceedings against the violating member state.

Unfortunately i got serious questions in the qualification of some EU commission employees. As the ombudsman, Mrs Emiliy O'Reilly is saying she cannot investigate because there is an ongoing Petition from my side, i have to take this approach. I should explain that it is a Commission requirement that a postal address
must be provided when a European citizen and resident submits an access to
document request under Regulation 1049/2001.

 

This being said, in your case, even though you have not provided a postal
address, your request is being handled meanwhile.

 

However, your request contains several questions and, amongst others,

Dear EC ARES NOREPLY, Dear Human Resources and Security, Dear Mrs Skrobisz,

hereby I state the following facts:
(1) Request done: 7. April -> Answer until 29. April 2015
(2) Information about delay on 28. April -> answer within 15 working days
(3) Information about delay on 26. May -> answer until 16. June 2015
(4)Information about delay on 17.June -> unilaterally extended until 7. July 2015

The commission is telling the European citizens there is transparency what I cannot see. As I loose more and more trust in the European Ombudsman Emily O'Reilly, normally I would complain at Transparency International about such a behavior. As I am informed, the EU commission is giving large amounts of money to Transparency International (not the national chapters), so that such a complaint possibly won't help.

Therefore I make additional requests:

(A): Kindly show me court decisions which allow you to delay more than once.Means where is it codified that it was allowed to delay after 26th May 2015.

(B) I request that all internal clarification on the delivery of the requested documents is done in written form. Even internal communication with the EU commission e.g. with the legal service department. I request that all this documentation is also delivered.

(C) Even you have got my address I request that all documents are OCR readable and always sent electronically as copy to AskTheEU.

(D) I request also the declarations of interests of all persons who are Head of Units and above this level.

(E) For Michael Shotter - who i suppose decides on infringement proceedings against UK - I would also like to know if he has been or still is a partner of a British legal company or is invested in such organizations. Further what a person who took such a position, had to accept, to avoid such conflicts of interests ? As I know Mr Shotter is a British Citizen.

(F) Further I request the immediately delivery of all documents, which are already available after my request from 7th April 2015. Delivery now and with any further delay and then step by step.

this request was done on 7th April 2015 and should have been answered within 15 working days. Up to now, there is not even a partial answer.
As it seems nothing was done hereby i make an additional request where I would like to know the detailed steps that have been taken up to now in answering my request.
(1) When - individually by each person - has the central coordinator received the CV's ?
(2) When have the individual CV's been given for an internal review maybe from a specialist or your legal service department
(3) Whats the reason that I dont even have received some of the documents/CV's requested ? Not even a part of the request is answered which can be interpreted as the European Commission itself rejects transparency.
(4) When will this request be answered on the AskTheEU website (i am not interested in receiving a registered letter which would cause further delays).

As a European Citizen its my understanding that the European Commission acts as governent for the European Union and therefore serves and works for the European Citizens.

I do not consider the EU Commission handling of my request satisfactory.

The number of times that the time limit of this request was delayed, might be an indication that the reply might not be as straightforward as DG HR (Mrs Irene Souka) seems to indicate.

European staff are public servants and accountable to the European citizens. Therefore I consider it of public interest to know who these public servants are and their professional experience (CV's).

Considering the huge influence these public servants have on decisions that affect the life of 507 Mio European Citizens in 28 member states (and people outside), I am the opinion that the public interests exist beyond doubt.

Furthermore, professional experience etc can hardly be considered privacy issues. Several of the commissions staff members have bio's that are limited to their recent experience. Not their further background.

I am writing to request an internal review of Human Resources and Security's handling of my FOI request 'CV's of leading members of the EU Commission DG Just'.

I have already explained why this data should be given to the public. This was rejected.

Further, please hand my confirmatory appeal of 18 July 2015 on to the person who conducts Freedom of Information reviews.

And, finally to be clear, I will go ahead with this Freedom of information request on this website where I also want to receive all answers. Therefore I will not accept attempts to go ahead with an intransparent process on another website that I don't understand.

All confirmatory requests should be sent by the requester directly to the Secretary General, sg-acc-doc@ec.europa.eu. In your e-mail you can attach the original request and any other information you want to be taken into account (like the question about why the deadline was extended so many times). It is useless to send confirmatory requests to the original DG and ask them to forward them.

You will get better and faster results if you play by the rules and follow the established procedures. For example, if you had sent the confirmatory request directly to the SG on 18 July, it would have been registered 20 July, with a deadline of 15 working days. As it stands, you have already lost five working days as the request has not yet been registered anywhere, and thus the period of 15 working days has not started.

I cannot see a logic in your answer.

Thank you for the answer on the CV of Mr Selmayr and Mrs Reding. On Mrs Reicherts I have been aware in the meantime. I suppose for all the EU commissioners there is a standard requirement especially as they have to be accepted from the European Parliament (well they are elected). This is similar to MEPs (like Mrs Mc Guinness). For Mrs O'Reilly the public has added information on Wikipedia. And possibly there is information within the EU as she applied at the PETI committee for her position.

But on the EU commissions employees I cannot agree.

We have different 'classes' of people in my request.

When I look at the income and decisions they make I can accept that there is no CV information about an Officer. But I cannot accept that there is no information about a Director and the Heads of the Units. There has to be a CV. They are public servants and they decide about laws and large amounts of public money and even the life of citizens (e.g. in not doing infringement proceedings).

Therefore I again request the CVs for the Directors and the Head of Units, Teamleader and also the Deputies.

I accept that there is nothing for the Officers etc.

As I suspect, it will take some time until I get an answer kindly let me know the internal requirements/public announcement they had to fulfill when they applied for their job (or the general requirement).
