Dear Reader,

The recent rise of Peter Obi, the Labour Party’s Presidential
candidate, seems to be resonating with people in the southeast.

Could this take some of the heat out of  Biafra nationalism inspired
violence, led by Nnamdi Kanu?

[3]Eniola Akinuotu has the details.

“While the complaints about the marginalisation of the southeast
continued, a relatively unknown London-based activist, Nnamdi Kanu,
decided to take advantage of the situation. Kanu, who was the director
of the UK-based Radio Biafra, had founded a group known as the
Indigenous People of Biafra (IPOB) in 2014 with the sole aim of
reviving the defunct Republic of Biafra, which had been crushed by the
Nigerian side in the civil war that lasted from 1967 to 1970. “

Dear Reader,

While the old kings of the dos Santos era are in decline, new economic
barons are emerging in João Lourenço’s Angola.

One thing is clear: Lourenço’s first term in office has produced some
winners. Estelle Maussion has been digging into those who have come up
trumps.

‘Among them is the Carrinho group, “a family business that has
exploded”, says a connoisseur of the Angolan economic world.’

‘Hailing from Lobito, a town in the country’s south, and run since
2004 by Nelson Carrinho, one of the sons of the founder, Dona Leonor,
the company is present on all fronts: investment in an industrial park
with around fifteen production units, management of the country’s food
reserve, acquisition of BCI Bank (Banco de Comércio e Indústria) for
nearly $30 million within the framework of the privatisations carried
out by the executive.’

Dear Reader,

It’s back to the drawing board for Tigray’s rebels as they put out a
call to end the fighting that erupted in their region, effectively
ending what was looking to be a promising ceasefire back in March.

But this time round they are willing to work with the African
Union…but not its prime mediator former Nigerian president Olusegun
Obasanjo. Rather they called for “mutually acceptable mediators”.

Their call for a ceasefire on 11 September clearly lays out four parts
that must be addressed in any deal, particularly their main sticking
point: a restoration of aid into Tigray.

Are they in a good position to call for a ceasefire?

[3]“None of these offensives are getting very far, it doesn’t seem
they are marking much progress on any of the fronts,” one source tells
us .

So who will listen to this call for peace?

Dear Reader,

Is Ethiopia heading towards peace or renewed war?

Much depends on negotiations being driven by a tightknit and powerful
Amhara elite.

This elite is in the driving seat in Ethiopia today, after decades of
being marginalised by the Tigray-dominated former ruling party.

“By providing crucial political backing to the Oromo President Abiy
Ahmed, some Amhara see an opportunity to regain a seat at the table.”

Dear Reader,

Can Nigeria’s presidential candidate Atiku swing a surprise in the

With the Nigerian presidential race in 2023 already taking on

leading candidates may reach to advance what may wind up becoming a
regional agenda, writes [3]our correspondent in Northern Nigeria.

“Kwankwaso, who enjoys a cult following in Kano State, sought to
leverage on the huge votes in Kano and a few other northern states
coupled with a strong partner in the south to win next year’s
election. However, talks between him and Peter Obi broke down in June.
He has been unable to make inroads into the south.”

That means be may be ‘available’ for a candidate with the right
connections and resources, say analysts.

Dear Reader,

It is a phenomenon that most fathers have to get used.

From being idolised by their children, they become at shunted to one
side, and eventually politely asked to move on.

Because Uganda’ revolutionary leaders of the 1980s, led by the 77-year
old Yoweri Museveni, are refusing to go anywhere, the clashes are
becoming more and more ill-tempered, [3]reports Musinguzi Blanshe, in
this excellent piece.

“Uganda has one of the youngest population in the world with a median
age of 17 years. The youth have seized the boundless space offered by
the internet to poke fingers in the eyes of the ruling class whether
through harsh criticism over governance or ridicule.”

Dear Reader,

A frontrunner in the Nigeria election – Bola Ahmed Tinubu – had a
cloud hanging over him.

Tinubu had been accused of fraud and not paying benefits linked to a
tax scheme his company Alpha Beta ran in Lagos — in a surprising
arrangement, Alpha Beta collected tax on behalf of the Lagos State
government.

The accusations had triggered a probe by the Economic and Financial
Crimes Commission.

But, according to excellent sleuthing by Eniola Akinkutu, who got hold
of a recent settlement in the case, that probe has just hit a wall…

Dear Reader,

France is increasingly playing an important role in mediating the
crisis between the DRC, Rwanda, and Uganda, through its foreign
intelligence agency, [3]writes Romain Gras.

It marks an attempt to rekindle what had been promising signs of peace
in the Great Lakes region.

“Although Tshisekedi and Kagame had grown considerably closer since
the start of the Congolese president’s mandate, the two are officially
no longer in direct contact. Discreet discussion channels have
nevertheless been maintained in recent weeks, notably at the level of
both countries’ intelligence services.”

Kenyan President William Ruto wants to push fierce rival Raila Odinga
into political retirement, [3]writes Jeff Otieno.

The multiple attempts to recruit Raila’s allies suggests President
Ruto is trying to weaken the former prime minister politically.

“Ruto started with the former prime minister’s point man in northern
Kenya Ali Roba — the party leader of the United Democratic Movement
(UDM) and Mandera senator — who played a key role in getting leaders
to join the Azimio La Umoja Coalition party.”

Dear Reader,

Eritrea has renewed its involvement in Ethiopia’s Tigray war, sending
divisions across its southern border this week in what appears to be a
major new offensive.

“Separately, a Western diplomat tells The Africa Report that

about seven areas.”

Another says thousands of federal Ethiopian troops have been airlifted
to Eritrea in recent weeks, amid a ‘massing’ of thousands of Eritrean
troops on Tigray’s northern border and the shelling of northern
Tigrayan towns, including Adigrat and Shire.

Dear Reader,

The US is looking to help Africa process its own minerals in bid to
diversify supply chains dominated by China.

That is the message that emerged from the UN General Assembly last
week, [3]reports our DC Bureau Chief Julien Pecquet.

On 22 September, on the margins of the UN General Assembly, the US
gathered these partners together along with mineral-rich countries
looking to benefit from developed countries’ funding and know-how in
order to step up the processing of rare earths domestically.”

Five African countries made it to the invite list: The Democratic
Republic of Congo, Mozambique, Namibia, Tanzania and Zambia.

“We’ve got to diversify our supply chains, and for them it’s a
development opportunity,” Jose Fernandez, the under secretary of state
for economic growth, energy, and the environment, tells The Africa
Report.

A useful boost to promoters of beneficiation on the continent? Or the
latest chapter in the new Cold War?

Dear Reader,

The allegation is substantial: President Buhari has parachuted a
number of ruling party members into the supposedly-Independent
National Electoral Commission, [3]writes Eniola Akinkuotu.

The opposition PDP says it is clear that Buhari wants to manipulate
next year’s polls. “This unpatriotic act is a brazen plot by the APC
to manipulate and rig the 2023 general elections against the will of
Nigerians,” said the party.

Nigeria is supposed to have 21 Supreme Court judges, but currently has
just 13. “With the apex court expected to handle hundreds of election
cases in the next few months, coupled with the fact that a panel of at
least five judges is required to hear each case, there are now moves
to appoint new judges”.

Dear Reader,

Back in August we ran a piece asking if the election of Kenyan
President William Ruto marked [3]a return to the days of Daniel Arap
Moi; a man who brooked little dissent, who handpicked Ruto to succeed
him.

Then, on Monday evening, Paul Gicheru died.

‘Gicheru and lawyer Philip Kipkoech Bett had been accused of bribing
and intimidating witnesses [4]to dissuade them from testifying against
Ruto and Sang over their alleged role in the post-election violence in
2007-2008, which left 1,100 people dead and 300,000 displaced.’

It is too simplistic to draw a straight line between the arrival into
power of Ruto and the death of Gicheru. Everyone will, however, be
paying attention to how the next few months unroll in Nairobi and
beyond.

Dear Reader,

This year’s COP27, the UN’s major Climate Change conference, will be
hosted by Egypt in its ritzy resort town Sharm el-Sheikh.

This town sits at the most southern point of the Sinai peninsula, far
away from its polar opposite in the North where an on-going war
between the state and Islamist militants has been raging on for 10
years now.

Involving local Bedouin to work for the Egyptian military to root out
Islamists has led to vendetta killings and denouncements in this
essentially lawless area.

But much of what happens here doesn’t get told in Egyptian media;
whether private or state. Instead the government is [3]“pushing a
narrative of rapid development and reform, depending on tourism,
economic development, and new high rise cities,” as Abir Sorour
reports.

After 10 years of fighting, has much changed? Has anything been
accomplished besides a loss of lives?

[4]Perhaps that’s why what happens in the North stays in the North…

Dear Reader,

A sliding Egyptian pound, plus a privatisation programme that Cairo
hopes will put more of the economy into private hands, has created a
maelstrom of Gulf investors.

While there have been rich pickings, the feeding frenzy is now
[3]putting a floor under prices, argues Sherif Tarek — especially
given the arrival of wealthy Qatari funds.

“We do believe so, especially with recent news of Qatari investments
directed into Egyptian companies stakes through Qatar Investment
Authority … one of the biggest [sovereign funds] globally in terms of
assets [worth $450bn],” says analyst Farah Mourad.
