Details and documents on activities in the education sector in Egypt

We're waiting for Dina to read a recent response and update the status.

Dear Neighbourhood and Enlargement Negotiations,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

Dear International Cooperation and Development,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

There were six main education programmes on pre-university education in Egypt: Education Enhancement Programme; Support to the Girls' Education Initiative and the National Council for Childhood and Motherhood; KfW's Quality Education Support Programme; Education Sector Policy Support Programme; Expanding Access to Education and Protection for Children at Risk in Egypt; and Enhancing Access of Children to Education and Fighting Child Labour.

For each, can you kindly provide me with
- Lists and minutes of meetings or official communications detailing discussions on the finalization, design and implementation with Egyptian diplomatic or government officials. And lists of participants in those meetings
- The Financing Agreement between the Commission and the Egyptian Authorities. Documents describing predefined conditionalities and the amount of linked funds
- Available information derived from the education subgroup of the Donor Assistance Group (DAG) or Donor Partners Group (DPG): agendas, minutes, studies, evaluations. And lists of participants
-Minutes and reports on meetings with different stakeholder and civil society consultations regarding pre-university education. For example there were meetings held with USAID in 2007 regarding decentralization of the education sector
- Studies, mid term and final evaluation reports
- Studies on the education sector in general
- Documents justifying decision to stop the Education Sector Support Programme or stop the disbursement of any of the funding tranches
- Support provided for public private partnerships in the education sector to both the ministry of education, the central public private partnership unit at the ministry of finance, and the ministry of finance
-Minutes or reports on meetings with the current minister of education
I do *not* restrict my request to documents that originate from the EU but I also request documents from third parties that are in the EU's possession

I look forward to your cooperation on this matter. Please do not hesitate to contact me should there be any need to clarify any part of this request.

Yours faithfully,

Dina

Dear Dina,

With reference to your request, we have tried to identify all the documents that could be relevant and available related to EU support to pre-university education in Egypt.

With reference to the specific programmes mentioned in your request, please find below information and links related to your request:

1. Education Enhancement Programme: This project ran from 1996 to 2006 and was implemented by the World Bank with co-financing from the EU as of 1998. Most of the relevant documents are available at: http://projects.worldbank.org/P005169/eg... . A case study can be found at: http://ec.europa.eu/europeaid/documents/... . This short document includes some of the information gathered during the mid-term review of the programme.

2. Quality Education Support Programme: This project is being implemented and funded by the KfW, with the Ministry of Education. Therefore, the request should be addressed to the Ministry of Education and/or the KfW.

3. Support to the Girls' Education Initiative and the National Council for Childhood and Motherhood: This is a national initiative, which the EU supported through a 2003 decision entitled "Social Development and Civil Society: Children at Risk". A case study written about the programme can be found at: https://europa.eu/capacity4dev/file/7560... .

4. Education Sector Policy Support Programme: A short description of the programme can be found at: https://eeas.europa.eu/headquarters/head... . The Action Fiche of the programme can be found at: http://ec.europa.eu/europeaid/documents/... .

5. Expanding Access to Education and Protection for Children at Risk in Egypt: A short description of the programme can be found at: https://eeas.europa.eu/headquarters/head... . The Commission Decision, and related Action Document, of the Programme can be found at: https://ec.europa.eu/neighbourhood-enlar... . A press release announcing the launch of the Programme can be found at: https://www.unicef.org/egypt/eg_PR_FINAL... . Finally, a news brief related to the Programme's First Steering Committee can be found at: http://eeas.europa.eu/archives/delegatio... .

6. Enhancing Access of Children to Education and Fighting Child Labour: Short descriptions of the programme can be found at: https://eeas.europa.eu/headquarters/head... and http://www.wfp.org/eu-projects/enhancing... . The Action Fiche of the Programme can be accessed at: https://ec.europa.eu/neighbourhood-enlar... . A news brief related to the Programme's First Steering Committee can be found at: https://www.wfp.org/news/news-release/en... .

Please also find attached a 2015 OECD report which you might find useful on the complexity of the Egyptian pre-university sector and the challenges it is facing. Moreover, please find attached a matrix of interventions of all members of the Education and Skills Development sub-group of the Development Partners Group (DPG) in Egypt. This table contains all the information related to ongoing education programmes being implemented in Egypt. More information related to these programmes can be found on the websites of the relevant programmes or Development Partners. You might also find useful a 2010 country-level evaluation of the European Commission's support to Egypt stored on the OECD website and available at: https://www.oecd.org/derec/ec/47240585.pdf (main report) and https://www.oecd.org/derec/ec/47240765.pdf (Annexes).

Finally, with reference to your request related to documents "justifying decision to stop the Education Sector Support Programme or stop the disbursement of any of the funding tranches", kindly note that there has been no decision "to stop the programme". The latter terminated at the expiration of its implementation period, following 3 time extensions granted by the EU.

We remain available should you require further assistance / other documents.

Kind regards,

European Commission

Dear Neighbourhood and Enlargement Negotiations,

Please pass this on to the person who reviews confirmatory applications.

I am filing the following confirmatory application with regards to my access to documents request 'Details and documents on activities in the education sector in Egypt'.

I have not received most of the documents I requested, only basic information available on websites.

Do you consider it as classified information?

For example I have not received the evaluations and documents on the mid term expenditure review component of the education sector support program; the 2013 european court of audit report on activities in the education sector; the girls education initiative; information on the public private partnership component of the sector support program (a funding tranche was stopped because of that component); evaluations of the sector support program.

There are a lot of information and documents that I am aware of, and you are not providing. Do you consider the project documents, meeting minutes and periodical evaluations and the examples I mentioned as classified information not to be shared with doctoral researchers?

A full history of my request and all correspondence is available on the Internet at this address: https://www.asktheeu.org/en/request/deta...
