Details of meeting between David Bannerman MEP and Trade Commissioner and others, 13 March 2019

Dear Trade,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting:

1. Confirmation the David Bannerman MEP met with the "trade commissioner and senior EU trade representatives" on or around 13 March 2019 as he claimed in a tweet of the same date.

"Utter nonsense. Barnier has ruled out a transition not GATT Article 24. I was in private meetings (so can not divulge) with trade commissioner and senior EU trade representatives today. Ball is still very much in play."

2. Any relevant documents about the meeting with Mr Bannerman - including correspondence with Mr Bannerman's office, meeting agenda, any minutes and any briefing provided to Commission officials present.

3. Any legal or policy advice DG Trade has related to the applicability and relevance of the transitional provisions allowed under Article XXIV GATT in the event of the United Kingdom leaving the European Union without a Withdrawal Agreement ("no deal").

Dear Mr Bates,

Your application is currently being handled. Unfortunately, we are not in a position to complete the handling of your application within the time limit of 15 working days, which expired on 04/04/2019. The reply is at the final stage of the internal procedure.

Dear Trade,

Thank you for your response explaining there is a delay in meeting my FOI request and an extension up to 30 April 2019. I would be surprised if my request meets the criteria for a delay under Article 7(3) of the FOI regulation.

"3. In exceptional cases, for example in the event of an application relating to a very long document or to a very large number of documents, the time-limit provided for in paragraph 1 may be extended by 15 working days, provided that the applicant is notified in advance and that detailed reasons are given."

The request I made was relatively simple - did a meeting take place and could I have any papers relating to the meeting, with a more general enquiry about one article of GATT.

If it would help, please treat the first two requests within my initial application separately from the third. I do not want to trigger an overly burdensome request unintentionally and will modify the request if that is what has happened.
