Dear European Parliament,

I am writing to request information under the provisions of the EU’s regulation (EC) No 1049/2001 regarding public access to European Parliament, Council and Commission documents.

Please provide me with the following information:

1.- All briefings, minutes of meetings and correspondence -both analogic and digital- since June 2022, between the former French Ambassador to Mozambique, David Izzo and/or the former French Ambassador to Mozambique, Bruno Clerc, and/or the former French minister for Ecological Transition, Barbara Pompili, and any of the members of the Subcommittee on Security and Defense (SEDE) delegation that visited Rwanda in September 2022 in which the Mozambique LNG Project and/or the Islamic State terrorist threat in Mozambique were discussed.

2.- All briefings, minutes of meetings and correspondence -both analogic and digital- since June 2022, between the former Portuguese Ambassador to Mozambique, António Costa Moura and/or the Portuguese minister for the Environment and Climate Action, Joao Pedro Matos Fernandes, and any of the members of the Subcommittee on Security and Defense (SEDE) delegation that visited Rwanda in September 2022 in which the Mozambique LNG Project, and/or the security necessity of funding for the fight against terrorism in Northern Mozambique were discussed, and/or “Crystal Ventures Ltd.” was mentioned.

3.- All briefings, minutes of meetings and correspondence -both analogic and digital- since June 2022, between TotalEnergies representatives and/or McKinsey Global Institute (MCI) representatives and any of the members of the Subcommittee on Security and Defense (SEDE) delegation that visited Rwanda in September 2022 in which the Mozambique LNG Project, and/or the security necessity of funding for the fight against terrorism in Northern Mozambique were discussed, and/or “Crystal Ventures Ltd.” was mentioned.

I would appreciate if you could provide the requested information in electronic format, if possible.

Also, I would like to clarify that I prefer you produce the documents on a rolling basis. At no point should the Commission’s search for—or deliberations concerning—certain documents delay the production of others that the Commission has already retrieved and elected to produce.

In the event that my request is denied, please explain the denial or all deletions of the regulations that refer to specific exemptions. Also, I expect the partial release of documents, in case of partial exemption according to Article 4.6.

I reserve my right to appeal.

Please, confirm having received this application. I look forward to your reply within 15 business days, according to the regulation.

related to correspondence between members of the SEDE Subcommittee and
several ambassadors, politicians and interest representatives, mentioning
topics of Mozambique LNG Project, Islamic State terrorist threat or fight
against terrorism in Mozambique.

Concerning the member’s documents requested by your application, we would
like to draw your attention to the fact that the scope of Regulation (EC)
No 1049/2001, as defined in its Article 2(3), extends only to existing
documents held by an institution. In Parliament's case, this means that
Parliament only holds such documents as have been drawn up or received by
the institution, that is, by Parliament's officers, governing bodies,
committees, delegations or the administration in general (see Rule 122 of
the Rules of Procedure). On the other hand, Parliament as an institution
