Documents exchanged between Commission officials and organisations

We're waiting for Access Info Europe to read a recent response and update the status.

Dear DG ENER,

Pursuant to the right of access to document laid down in Article 15 TFUE and Article 42 of the Charter of Fundamental Rights of the EU and developed in Regulation 1049/2001, I hereby request all the documents, as defined by the aforementioned regulation and whatever their medium, drawn up, received by and/or in the possession of the Commission that involve selected Commission officials, on the one hand, and the organisations outlined below, on the other hand. This should be understood as covering all exchanges between each and every selected Commission official listed below and each and every stakeholder organisations listed below, either individually or collectively, and exchanges internal to the Commission relating to these exchanges.

(Please kindly note that this is a new request following up from my previous request - http://www.asktheeu.org/en/request/meeti... -, for which you did not have any documents.)

In the context of this request, “selected Commission officials” means the following:
- Former Commission Vice-President and Commissioner for Energy Günter Oettinger;
- All members of former Commissioner Oettinger’s cabinet, including his Head of Cabinet;
- Former DG ENER Director-General Philip Lowe and his advisors;
- DG ENER Director for Renewables, Research and Innovation, Energy Efficiency Marie Donnelly and her counsellors, secretary and assistants;
- All members of DG ENER Unit 1 Renewables and CCS policy.
The request specifically concerns all communications (including emails) and all documents (including agendas, minutes, lists of participants, etc.) related to biofuels and indirect land-use change (in particular the preparation of the European Commission’s 2012 proposal on the issue).

The time scope of the request covers all content between 1 July 2012 and 18 October 2012.

The organisations covered by the present request are the following:
a) Industry.
• Sofiprotéol and its subsidiaries and affiliated organisations, including:
- Diester Industrie and Diester Industrie International.
- Société Agro Industrielle de Patrimoine Oléagineux (Saipol).
- Société Interoléagineuse d'Assistance et de Développement.
• BP p.l.c (BP) and BP Biofuels.

b) Civil Society Organsations
• Transport & Environment
• Oxfam International
• Friends of the Earth Europe

c) Trade associations and organisations.
• European Farmers (COPA) and European Agri-cooperatives (COGECA).
• European Biodiesel Board (EBB).
• European Producers Union of Renewable Ethanol (ePURE).
• The EU Vegetable Oil and Proteinmeal Industry (FEDIOL).

d) Consultancies and Public Affairs firms
• Hill & Knowlton International Belgium (H+K).
• Fleishman-Hillard.
• G Plus Ltd (gplus brussels).
• FIPRA International Limited (FIPRA).
• The Skill Set

I would prefer you to produce the documents on a rolling basis, rather than waiting until the full response is ready, and I would be pleased to receive an initial list of all documents as soon as possible.
