Documents relating to EU's bilateral trade negotiations with China, preceding the latter's accession to the WTO

Dear Sir/Madam,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

Details of mandate given to the Commission by the Council on 10th April, 2000 relating to the negotiation of a bilateral trade deal preceding China's accession to the WTO.
The mandate was referenced in the General Affairs Council's conclusions of its meeting on the 22nd May 2000 (Brussels, 2264th Council Meeting).

Position papers from Member States submitted to the relevant working groups in preparation of the negotiating process in the year 2000.

As you will see from the response I received, there is no official documented mandate, and the information relating to the informal mandate - such that it is - is already in the public domain.

Relating to Member States position papers, documents, etc. it was suggested that I contact the Council to see if such things exist and request access from there. I will launch a new request in the near future on this matter.
