Documents relating to the 26th January 2004 GAERC meetings

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

Minutes of the General Affairs and External Relations Council meetings of 26/01/2004 (2558th & 2559th meetings of the Council), held in Brussels.

Specifically, I am interested in the discussion on the EU's China arms embargo. It was reported in the media that 14-1 favoured maintaining the arms embargo at that point (e.g. see UK's Daily Telegraph, 27/01/2004).

Obviously, the Press Releases from the Consilium website provides only the conclusions. Therefore, I would like to access the meeting minutes and other documents on the arms embargo issue, including those drafted/submitted by Coreper and the Political and Security Committee at this meeting or for future meetings.
