Dear Madam, Sir,

I refer to my application for access to documents, which was registered on 4 December 2020 under reference number GESTDEM 2020/7533, and your message on 5 January 2021 saying you will not be in a position to complete the handling of the application within the time limit of 15 working days.

The reason given for this extended time limit is "the purpose of internal consultations".

Article 7.3 of Regulation (EC) No 1049/2001 says the deadline may be extended only in "exceptional cases, for example in the event of an application relating to a very long document or to a very large number of documents". Moreover, this extension is conditional on "detailed reasons" being given.

Internal consultations are always needed when replying to applications for access to documents, so the existence of a need for internal consultations can not be argued to be exceptional. A mere reference to "the purpose of internal consultations" can also not be considered as "detailed reasons".

Could you please explain how "the purpose of internal consultations" can be a justification of an extension of the deadline, which is only possible in "exceptional cases"?
