I take note of the fact that there was no competitive tender.

What is lacking is
- the actual contract,
- the documents provided by Dr. Simmonds on the basis of which the contract was awarded
- the document by which the invitation was sent, is not dated.

Dear Mr Dohle,

 

In reply to your questions we would like to inform you that indeed the
specific study was contracted under negotiated procedure as foreseen by
the Financial Regulation applicable to the general budget of the Union and
its rules of application,* where experts are chosen on the basis of their
expertise and qualifications.

 

Regarding the requested documents, please find enclosed the document
returned on the 27.04.2015 by the contractor in reply to Parliament's
invitation (not dated because sent by e-mail) and the signed contract by
the competent authorising officer on 04.06.2015 (services Order form no
IP/C/PETI/IC/2015-089).

 

We draw your attention to the fact that, in accordance with  rules on the
protection of personal data, any personal data included in such documents
is redacted.

 

We hope this completes your research. However we remain at your disposal
should you need further assistance.
