Ethics guide for staff

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting any guidance note, briefing paper etc issued to MARKT staff which advises on how to improve ethics and/ or deal with potential conflicts of interest within the DG.

Dear Ms Cann,
On 2 April 2012, pursuant to Regulation No 1049/2001, you requested proof
of any guidance issued to MARKT staff which advises on how to improve
ethics and/ or deal with potential conflicts of interest within the DG.
We enclose a copy of the current version of "DG MARKT Ethics guidelines",
which is the most complete document to date we have on this issue. Please
note that this is an internal document intended to provide guidance to the
staff of our Directorate General, and has no legal validity. Only the
provisions on the Staff Regulations and related Commission decisions are
formally applicable. Please also note that a review of the guidelines is
underway, and should be adopted soon. Hence, some provisions of the
current document will be updated accordingly (i.e. relating to the new
maximum limit for acceptance of gifts). For reasons of security of the
Commission's informatics system, we have removed all url addresses
relating to internal sites. These latter are accessible only to Commission
staff, within the statutory framework. We remain of course available for
any further question you may have on this.
