EU acquis Justice and Home Affairs

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain a listing of the EU acquis for Justice and Home Affairs, currently dealt with in the enlargement process under
Chapter 23 Judiciary and Fundamental Rights.

We refer to your e-mail dated 11/09/2013 in which you make a request for
access to documents, registered on the same date under the above mentioned
reference number.
Your application is currently being handled. However, we will not be in a
position to complete the handling of your application within the time
limit of 15 working days, which expires on 02/10/2013.
An extended time limit is needed as your application as the application
concerns a large number of documents (acquis submitted to discussion for
each country of the enlargement process in the last 10 years); in order to
retrieve the documents requested, large files have to be examined and the
application concerns documents held by different Services which must be
consulted.
Therefore, we have to extend the time limit with 15 working days in
accordance with Article 7(3) of Regulation (EC) No 1049/2001 regarding
public access to documents. The new time limit expires on 23/10/2013.
We apologise for this delay and for any inconvenience this may cause.

I am writing to request an internal review of DG JUST's (SG)'s handling of my FOI request 'EU acquis Justice and Home Affairs'.
I had requested documents which contain a listing of the EU acquis for Justice and Home Affairs,

Dear Secretariat General (SG),
You informed me by letter of 19 December 2013 of the 2nd extention of the normal time limit of 15 working days. No new time limit was set, and you informed me that this recurrent extentions should not be seen as a refusal and a reply would be given soon.
My initial request dates from 11/9/2013, about five months ago.
The reply to my Confirmatory Application of 7/11/2013 is now long overdue.
Condering the European Commission's role as the Guardian of the Treaty, I find it remarquable that this straightforwarded question seems so difficult to reply to.
Therefore, of I receive no reply within five working days, I will consider this an implicit refusal.
