Upon reviewing the document I have realised it is an outdated and a draft version not fully approved by EU institutions.
Fortunately it is possible to retrieve a consolidated Concept from the Consilium register (http://data.consilium.europa.eu/doc/docu...). I would kindly request a confirmation that this is the final and currently standing EU Concept for Military Operations. If that is not the case, I am formally requesting the total or partial release of the latest EU Concept for Military Operations that may be in force.

A lot of the discussions will go on behind closed doors. Also Brexit is bad news for them.

@Abdul Hai: Quite the opposite, at least when it comes to Command and Control options within the EU. Once Brexit is finally implemented, the UK will be unable to stall the establishment of a permanent EU HQ, something that they have been doing until now. On the other hand, the UK will still be able to hamper the EU's access to NATO C2 assets if at any stage would the European Union decide to use them.
