Dear Dominique Müller,

 

Following your request to the Commission, please find an overview of
projects (exclusively) from DG ECHO that are related to alternative care
for children. It contains a list of 77 projects with the relevant
paragraphs referring very broadly to the "deinstitutionalisation" of
children or similar issues. The projects were searched for and identified
in HOPE, DG ECHO's database listing humanitarian aid projects by ECHO
partners, as broadly as possible by use of several key words (such as:
family or community based care, foster families, alternative care
etc.). Nevertheless, it should be noted that this list may be not definite
or not fully exhaustive despite the wide search.

 

We hope that this list will be useful.

 

DG ECHO's approach on children in humanitarian context is part of its
broader protection policy. The relevant Guidelines are DG ECHO's
Protection Guidelines of 2016, which stress the importance of the
identification and registration of children as essential elements of
humanitarian protection, family tracing and reunification as well as
case-management, including Best Interests Assessment (BIA) and Best
Interests Determination (BID). According to the Guidelines, in emergency
situations, separated and unaccompanied children must be identified and
registered as quickly as possible for their own protection. The Protection
Guidelines also refer to the UN Guidelines for Alternative Care.

 

Concerning the issue of "deinstitutionalisation" of children, the 2008
Commission Staff Working Document on Children in Emergency and Crisis
Situations explicitly refers to placement of children in institutions as a
"solution of last resort" favouring their placement in host families:
"Preferably, the child will be reunited with its parents, or, failing
this, with other members of its family. In general, if no member of the
wider family can be identified, the placement of the child in a host
family in the original community is better to a placement in an
institution, which can only be encouraged as a solution of last resort."

 

As a consequence, it may be concluded that institutionalisation of
children should not be supported. As much as possible, children should be
allowed to stay with their communities or relatives. Alternative care
arrangements, such as fostering, should be considered. Overall, any
decisions on alternative care options should always be based on a Best
Interests Determination (BID).

Dear Requestor,

In the table DG ECHO provided to you, the amounts have not been identified as DG ECHO may provide only global amounts for the actions, which always go beyond mere desinstitutionalisation.
As we explained, "desinstitutionalisation" component has been searched for in DG ECHO actions by "key words" and it constituted only one of the various components of ECHO funded actions.
Unfortunately, it would be almost impossible to single out the desinstitutionalisation component and, therefore, DG ECHO does not have more detailed data.
