EU Integrated Border Management in Lebanon Phase 3 (Project)
Dear Neighbourhood and Enlargement Negotiations,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
• Any final (end of project) report and external evaluation report relating to the EU-funded “Enhanced Capability for Integrated Border Management in Lebanon (IBM Lebanon Phase 2)” Project (ended in December 2018).
• Any policy briefs, monitoring reports, operational documents, evaluation reports and meeting minutes relating to the EU-funded “Strengthening Capability for Integrated Border Management in Lebanon (EU IBM Lebanon Phase 3)” project (ongoing).
• Any trainings material for the Lebanese Armed Forces used during the “Strengthening Capability for Integrated Border Management in Lebanon (EU IBM Lebanon Phase 3)” project.
• The list of tender calls for service and supplier contractors relating to the “Strengthening Capability for Integrated Border Management in Lebanon (EU IBM Lebanon Phase 3)” project.
• Any signed contracts with the Franco-Lebanese company “Intertech Group SAL” as part of the “Strengthening Capability for Integrated Border Management in Lebanon (EU IBM Lebanon Phase 3)” project.
• Any communication between EU DG Near and the international organisation named “International Centre for Migration Policy Development” (ICMPD) relating to the “Strengthening Capability for Integrated Border Management in Lebanon (EU IBM Lebanon Phase 3)” project.
• Any document describing ICMPD’s budget for the “Strengthening Capability for Integrated Border Management in Lebanon (EU IBM Lebanon Phase 3)” project and how these funds have been allocated for different project components.
• The list of current ICMPD advisors for the “Strengthening Capability for Integrated Border Management in Lebanon (EU IBM Lebanon Phase 3)” project.
I would like to receive these documents in a digital, open and reusable format. To do this, please provide a download URL or send them to me as an attachment.
In the case the EU body recipient of the request has not been correctly identified, please forward the request to the EU body which holds the requested documents or, in case this is not possible, please share with us the name of the EU body which holds the requested documentation.

Phase 3)” project.”, the description is very wide in content and in
timeframe and does not enable us to identify concrete documents, which
would correspond to your request.
We would need to have additional clarifications as it concerns your
request, such as:
1. What type of communication are your referring to ?
2. What is the time period in which you are interested?
3. Any further information that would assist us in analyzing only
documents of relevance to your request.

With regards to point 6, the time period is the duration of the project and therefore all relevant communications between January 29, 2020 and today August 26, 2022. The type of communications we are referring to are those relevant to the project's objectives, such as "Establish border procedures in order to improve prevention and detection of irregular migration and combatting cross-border crime" and "Transparent border procedures and facilitation of legitimate cross-border trade and protection of the rights of travelers, and in emergency situations as well." It could be in the form of regular reports on the projects' outcome or emails sent by EU DG Near to inquire on specific aspects of the project and, specifically, on the aforementioned "border procedures" and "the protection of the rights of travelers". We would assume some of this is also covered by point 2.
