I am filing the following confirmatory application with regards to my access to documents request 'EUCAP Somalia Merchant Vessels Boarding Training'.

On 10 March 2022, I sent a request regarding the EEAS's "PROC_ECS_2020_103" tender as listed here: https://www.eucap-som.eu/recipients-of-p...

On 23 March 2022, you responded to my request, stating that no document matching my request could be found.

According to your response, you did not search for the contract regarding the tender that I had requested. The EUCAP Somalia site lists the tender under the heading "recipients of procurement contracts", with a date of signature, a recipient and a (max) value in Euro. I therefore presume that a contract has been signed. As I have included in this document in my request, I would be very glad if you could provide me with access to it.

You also state that you could not find any other documents related to this procurement process. Could you please confirm that there do not, in fact, exist any other documents related to it?

We would like to send you some clarifications following the reply which you received on 23 March 2022 on your access to documents request.

We have searched for “the contract and all additional documents, especially reviews, reports, comments etc., concerning the "PROC_ECS_2020_103" tender by the European Union Capacity Building Mission in Somalia with the description "Project – Lot 1 Berbera & – Lot 2 Bosasso – Merchant Vessels Boarding & Training Capacity” in the EEAS filing systems and document management databases. Please be informed that no document matching your request could be found.

In our reply letter we missed to mention the contract but this was within the scope of the search. We apologise for the omission.

Please note that the EEAS does not hold all the documents of the CSDP missions. The CSDP missions and operations do not form part of the EEAS and we cannot access their document management systems.
As your request refers to documents originating from EUCAP Somalia Mission, you might wish to send your request directly to the mission by email [email address].
