Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

The locations of the EURLOs either initiated or taken over by Frontex, as of 2021.

Any other countries where Frontex has liaison officers involved in return activities, as of 2021.

Also, according the Frontex Consolidated Annual Activity Report 2020, “5 return specialist were deployed”, in addition to EURLOs (see page 17 for reference).
- Is this still the current number as of 2021?
- Are these return specialist Frontex officers or are they national officers from Member States but supported by Frontex?
- If they are national officers, please identify which MS they are from.

Please find the answers to your questions below:

 

The locations of the EURLOs either initiated or taken over by Frontex, as
of 2021.

On 31 December 2021, there were 9 active EURLO deployments either
initiated or taken over by Frontex. They were based in the following
countries: Bangladesh (Dhaka, also covering India), Egypt (Cairo),
Ethiopia (Addis Ababa), The Gambia (Banjul), Ghana (Accra), Kenya
(Nairobi, also covering Somalia), Nigeria (Abuja), Uzbekistan (Tashkent,
also covering Tajikistan and Kyrgyzstan), and Vietnam (Hanoi).

 

Any other countries where Frontex has liaison officers involved in return
activities, as of 2021.

Apart from those listed above the Agency deploys Frontex Liaison Officers
(FLOs) in non-EU countries with a generalist profile. On a case-by-case
basis, the profile may be adapted to reflect the Agency’s operational
interests towards the specific non-EU country or region (including
possible partial focus on return).

FLO Turkey, FLO Niger, FLO Senegal, FLO Western Balkans – Belgrade
(Serbia, Bosnia and Hercegovina, Montenegro), FLO Western Balkans – Tirana
(Albania, Kosovo, North Macedonia), FLO Eastern Partnership Countries
(Ukraine, Armenia, Azerbaijan, Belarus, Georgia, and Moldova).

 

Also, according the Frontex Consolidated Annual Activity Report 2020, “5
return specialist were deployed”, in addition to EURLOs (see page 17 for
reference).

- Is this still the current number as of 2021?

In 2021, 44 Return Specialists in total were deployed to host MS, as also
reported in the Consolidated Annual Activity Report 2021 available
[1]here.

 

- Are these return specialist Frontex officers or are they national
officers from Member States but supported by Frontex?

As of 2021 Frontex deploys Standing Corps Return Specialists both from MS
and from Frontex.

 

- If they are national officers, please identify which MS they are from

The Member States that offered the deployment of operational staff within
the European Border and Coast Guard Standing Corps for 2021 are listed in
the Management Board Decision 9/2020 of 3 April 2020 available [2]here.
