I've submitted a new request to the EDA through their webpage, to the "Defence Data" directory. Here is the updated message I sent them:

Dear European Defence Agency,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

Recommendations recently made by the EDA to the Foreign Affairs Council in preparation of the upcoming European Council in December 2013.
Specifically regarding CSDP such as "Pooling & Sharing", the development (if any) of the "Battlegroup Concept", "Permanent Structured Cooperation" and/or reviews of existing strategies such as the "European Defence Strategy" from 2003.

I´ve received a reply to my personal mail on behalf of the EDA

"Dear Sir,

Your message has been received by the European Defence Agency.

All requests for access to documents are processed on the basis of Regulation (EC) No 1049/2001 of 30 May 2001 regarding public access to European Parliament, Council and Commission documents. The Agency will reply to your request within 15 working days upon registration of your request.

I've received a personal email with the reply attached to it.

It says that, while no formal recommendations have been made to the Foreign Affairs Council, it has done so to it's Steering Board. The specific recommendations, they claim, are for internal use and cannot be disclosed (Regulation No 1049/2001, Article 4.3) but general information can be found at:
