Council of the EU has replied saying they have transferred your request to another public body.

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

examination outcomes for the 3 years 2010, 2011 and 2012

any documentation concerning the standard of teaching of students
in the years leading to the maths and chemistry BAC examination
process 2010, 2011 and 2012

any documentation concerning the outcome of the maths and chemistry
BAC examination process 2010, 2011 and 2012 including in relation
to the nature, standard and appropriateness of the papers set,

any documentation containing statistical data on the performance of
students in the maths and chemistry BAC examination process 2002,
2003, 2004, 2005, 2006, 2007, 2008, 2009, 2010, 2011 and 2012

any documentation on the performance of students in the maths and
chemistry BAC examination process relative to their pre BAC
predictions for the years 2010, 2011 and 2012

any documentation concerning complaints regarding the maths and
chemistry BAC examination process for the years 2010, 2011 and 2012

Schools".
 
We would like to inform you that it is the Commission which represents all
EU Institutions in the Board of Governors of the European
Schools. The General Secretariat of the Council and of the European
Council has a contact point for the officials of these institutions
vis-à-vis the Commission but does not hold any documents which could be
regarded as object to your request. Your request will therefore be
transferred to the Commission. The Commission will inform you of the
follow-up of your request as soon as possible.
