Thank you for your interest in the EU SatCen and your request concerning its Work Programme.

The Work Programme is an internal document which is used by our Board Members in order to help them to take decisions on the budget.
The Work Programme is not a public document and therefore the SatCen is not in a position to provide you with such document. Nevertheless, you may find on our website (www.satcen.europa.eu) the Annual Report which deals with the activity of the SatCen.

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of European Union Satellite Centre's handling of my FOI request 'European Union Satellite Centre - Draft Annual Work Programme 2015 and Indicative Perspectives 2016-2017'.

You state that the Document requested above is considered an internal document. However, you do not cite the exact exception from Regulation 1049/2001 you claim.

The only exception (article 4) mentioning internal documents is paragraph 3 stating:

"
Access to a document, drawn up by an institution for
internal use or received by an institution, which relates to a matter where the decision has not been taken by the institution, shall be refused if disclosure of the document would seriously undermine the institution's decision-making process, unless there is an overriding public interest in disclosure.
"

I do doubt that releasing the document would seriously undermine the decision-making process of the board. Further as you are an European Agency I do think the working plan is of profound public interest. Therefore I would ask you to review your decision.
