External consultants spending

Please also provide a breakdown by year of which firms this money
was spent with.

Dear Mr Harris,
In reply to your message of 13 December, I am writing to inform you that you can find the information requested by accessing the Financial Transparency System ( FTS) at the following URL http://ec.europa.eu/budget/fts/index_en....

The FTS is part of the European Transparency Initiative launched back in 2005. In respect of centrally managed expenditure, the European Commission committed to improve and harmonise the presentation of the data on grant beneficiaries. As from 2010 (2009 financial year), the FTS also provides complete centralised information about the contracts awarded by all Commission's Departments ( DGs - Directorates-General).

The FTS is a web search engine which offers the possibility to search for beneficiaries and recipients of European Union funds managed by the Commission under direct management as well as of the 10th European Development Fund (EDF). Expenses managed under indirect and shared management are not reported on the FTS. The search engine offers the possibility to sort funding by Responsible Department of the European Commission, by year, amounts, programme, etc. Other filters can be applied.

The FTS covers legal obligations for ex post publication of recipients of funds ( article 35 of the Financial regulation): grant beneficiary, contractor, and any natural or legal person that receives prizes or funds under a financial instrument. For Executive Agencies, only operational expenditure is covered. Administrative expenditure has to be published by Executive Agencies on their websites. Joint Undertakings must publish the data on their own websites.
