French carbon tax proposal

All letters, e-mails, papers, and presentations from the French president/government arguing in favour of a European carbon border tax, or other carbon pricing measures, as well as any minutes, records or e-mails summarising the French position about such measures, since 1 September 2017.

We refer to your request for access to documents dated 26 April 2019,
registered on the same day under the above mentioned reference number.
 
We were not in a position to complete the handling of your application
within the time limit of 15 working days, which expired yesterday. This is
due to the fact that the documents request could be held by different
Services which must be consulted.
 
In accordance with Article 7(3) of Regulation (EC) No 1049/2001 regarding
public access to documents we have to extend the time limit by 15 working
days, the new deadline is set for 14 June 2019.
 
We apologise for this delay and for any inconvenience this may cause.

Dear Mr Armengol Marti,

I refer to my access to documents request dated 26 April 2019, and your e-mail dated 22 May 2019 in which you informed me you had to extend the deadline to handle my request.

The new deadline was set for 14 June 2019. Today is 19 June 2019.

Allow me to remind you that even the extended deadline of an additional 15 working days is only allowed under exceptional circumstances: “In exceptional cases, for example in the event of an application relating to a very long document or to a very large number of documents, the time-limit provided for in paragraph 1 may be extended by 15 working days, provided that the applicant is notified in advance and that detailed reasons are given.”

There is no legal basis for an access to documents request handling to require more than 15 + 15 working days. Moreover, when a citizen like myself misses a deadline, for example the deadline to lodge a confirmatory application, the European Commission reacts inexorably and says: too bad, you're too late.

If the Commission is committed to the preambles of Regulation (EC) No 1049/2001, namely that “[o]penness enables citizens to participate more closely in the decision-making process and guarantees that the administration enjoys greater legitimacy and is more effective and more accountable to the citizen in a democratic system”, then I urge the Commission to handle my request without delay.
