Guidelines on the EU-Pilot

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

I learned about die existence of some 2012 guidelines in terms of the EU-Pilot from a study about the Commission's enforcement system. But I wasn't able to find an accessible document by using the Commission's online archive. (There are only the Commission's evaluation reports on EU-Pilot from 2010 and 2011 available, no "guidelines" adressed to the participating Member States. )

Could You tell me whether guidelines for the use of EU-Pilot, set up by the European Commission do exist? Is it possible to get access to the up-to-date documents and where can I find them?
