Dear Mr Bermingham,

Thank you for your request on 11th October for access to documents of the Council of the European Union and of the European Council referring to the EU's relations with Hong Kong.

Given the different bodies concerned by your request (PSC, COASI, FAC, COREPER and European Council) and due to complexity of the matter and to the possible large number of documents covered by your application, please note that the General Secretariat of the Council will be unable to process your request within the standard deadlines foreseen in Regulation (EC) No 1049/2001, unless you narrow the scope of your request. We would very much appreciate if you could more specifically define the scope of your application by indicating more precisely which documents you require.

To help you focus on specific matters and further define your query, you may also wish to consult our public register of documents, which contains a large array of information related to the activities of the institution and links to a lot of documents that might be of interest to you. For instance, the simple search here below using the parameter "Hong Kong" as subject would enable you to visualize several references to documents on this matter, some of which are already in the public domain and therefore directly downloadable:

The public register itself contains references to most Council (and European Council) documents since 1999 (exceptions may apply regarding classified documents), of which approximately 75% are public and available for downloading.
