Dear European Border and Coast Guard Agency,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

Montenegro
• Frontex has launched three operations in Montenegro, the first one in July 2020 at the Croatian border and the other one in October 2020 regarding maritime surveillance. For each operation, can you provide documents outlining the following information:
o In what activities are they involved?
o What kind of assets are used and what kind of equipment is provided by Frontex?
o What is the budget allocated?

Serbia
• A cooperation agreement between the EU and Serbia has been signed and entered into force in March 10, 2021 after being adopted unanimously by the Serbian Parliament. Can you provide documents outlining the following information:
o What kind of operations will Frontex carry out in Serbia?
o How many Frontex officers will be involved?
o In what activities will they be involved?
o What kind of assets will be used and what kind of equipment will be provided by Frontex?
o What is the budget allocated?

Moldova
• Frontex has launched an operation in March 2022 in Moldova at the border . Can you provide documents outlining the following information:
o How many Frontex officers are involved?
o What is the scope of their activities?
o What kind of assets are used and what kind of equipment is provided by Frontex?
o What is the budget allocated?

Please be informed that your PAD request [PAD-2023-00055] constitutes a

Montenegro

• Frontex has launched three operations in Montenegro, the first one in
July 2020 at the Croatian border and the other one in October 2020
regarding maritime surveillance. For each operation, can you provide
documents outlining the following information:

Frontex?

o What is the budget allocated?

 

Frontex:

The main aim of Frontex activities in Montenegro is to tackle cross-border
crime, including migrant smuggling, trafficking in human beings, document
fraud, stolen vehicles and boats, smuggling of drugs and weapons and
terrorism.

 

Moreover, within the sea border control activities, the agency, in
cooperation with EFCA and EMSA, will also provide technical and
operational assistance in carrying coast guard functions in the
international waters, including search and rescue support, fisheries
control and environmental protection.

 

Currently Frontex supports Montenegrin authorities by deploying 10
standing corps officers and such specialised equipment as document
checking devices or mobile offices.

 

Serbia

• A cooperation agreement between the EU and Serbia has been signed and
entered into force in March 10, 2021 after being adopted unanimously by
the Serbian Parliament. Can you provide documents outlining the following
information:

 

o What kind of operations will Frontex carry out in Serbia?

o How many Frontex officers will be involved?

o In what activities will they be involved?

o What kind of assets will be used and what kind of equipment will be
provided by Frontex?

o What is the budget allocated?

 

Frontex:

The main objective of Frontex's operations in Serbia is to support the
Serbian authorities in detecting criminal activities such as people
smuggling, trafficking in human beings, document fraud and smuggling of
stolen vehicles, illegal drugs, weapons and excise goods, as well as
potential terrorist threats.

 

Currently Frontex supports Serbian authorities by deploying 140 officers
and experts, as well as 32 patrol cars and other highly specialised
technical equipment.

 

Moldova

• Frontex has launched an operation in March 2022 in Moldova at the
border. Can you provide documents outlining the following information:

assist Moldovan authorities in processing the massive number of people
fleeing the war in Ukraine and crossing the border with Moldova, and
perform other border control-related tasks if needed. They include border
control officers and document experts.

 

o How many Frontex officers are involved?

o What is the scope of their activities?

o What kind of assets are used and what kind of equipment is provided by
Frontex?

o What is the budget allocated?

 

Frontex:

Frontex standing corps officers assist Moldovan authorities in processing
the massive number of people fleeing the war in Ukraine and crossing the
border with Moldova, and perform other border control-related tasks if
needed. They include border control officers and document experts. The
operation’s goals are also to control illegal immigration flows, tackle
cross-border crime and to enhance European cooperation and law enforcement
activities.

 

Currently Frontex supports Moldovan authorities by deploying 53 standing
corps officers, 20 patrol cars and other specialised equipment.

 

As for your questions regarding the allocated budget, please be informed
that due to budget line structure in Frontex we don’t allocate funds per
operation, therefore we are not in position to provide data per country
for the current year. As regards year 2022, we should be able to provide
the requested data once in about a month once the evaluation of the last
year’s operational activities is completed.
