Instructions to EU officials on contacts with media

Dear Communication (COMM),

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

Instructions sent by DG COMM or other relevant DGs on how to react when journalists contact individual EU officials to ask for background information.

I understand that officials are told they must refer all requests to the spokesman's service.

I believe it is in the public interest to understand what degree of openness to media there is in the EU institutions in line with stated objectives on transparency.

I am a journalist preparing an article on EU transparency.

Please send the documents to me in electronic format.

relations between Commission officials and the media. Hearby  you can
find a link to the the Code of Good Administrative Behaviour, which lays
down the standards of conduct in the daily dealings of officials with the
general public.  I take this opportunity to draw your attention to the
fact that for any further request for access to documents you can use the
standard forms available under the entry "Transparency" on the EUROPA
portal.

However, I know from contacts with EU officials that there are at least three other documents on the subject in circulation.

I therefore do not accept that your reply is adequate.
