Internal guidance to staff on ethics and conduct

Dear Human Resources and Security (HR),

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting any general documents, perhaps in the form of a guide or briefing, which have been circulated to Commission staff in the past two years, regarding their ethics and conduct in office and how they should interpret the Staff Regulations in this regard. I understand DG HR has produced at least one such guidance document but there may be others too.

Dear Ms Cann,

On 22 December 2011, pursuant to Regulation No 1049/2001, you requested access to "any general documents, perhaps in the form of a guide or briefing, which have been circulated to Commission staff in the past two years, regarding their ethics and conduct in office and how they should interpret the Staff Regulations in this regard. I understand DG HR has produced at least one such guidance document but there may be others too".

Unfortunately we cannot reply to this request because we need precise information on the documents you are asking for. Please introduce a new request for access to documents by indicating clearly the full title of the expected documents.

May I remind you that, as a reply to GESTDEM 2011/216, we have sent the "Commission Decision on outside activities and assignments" to you already.
