JORA variables for Boat Interceptions under Operations Triton, Themis, Sophia, and Irini (2014-2023)

European Border and Coast Guard Agency has replied saying they have transferred your request to another public body.

Dear European Border and Coast Guard Agency,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

JORA variables for migrant boat interceptions under Operations Triton, Themis, Sophia, and Irini (2014-2023).

Operation/Year
Detection date
Search and rescue involved
Incidents
Total number of irregular migrants
Death cases
Irregular migrants in SAR cases
Type of detected by
Latitude detection
Longitude detection
Latitude interception
Longitude interception
Detection by Frontex financed/deployed asset
Type of intercepted by
Interception by Frontex financed/deployed asset
Operational area
Transport type
Reference to op.area
Frontex financed/deployed asset during an incident
---
Country/place of departure
Number of transport means
Number of people
Additional Vessel Information (IMO/MMSI identifier or name of the vessel)

My request is based on the partially successful requests of Giacomo Battiston in September 2017 (https://www.asktheeu.org/en/request/boat...) and Katherine Hoffmann in July 2010 (https://www.asktheeu.org/en/request/jora...). Both requests closely mirror my needs. I would like to access similar data and inquire about an extended time frame.

Thank you for considering my request.

Sincerely,
Paul Michel

Dear European Border and Coast Guard Agency,

I wish to acknowledge and express my gratitude for the receipt of your response regarding my application for access to Frontex documents, dated 7 June 2023, with the reference PAD-2023-00194.

There are still some open issues pertaining to the data you provided:

- Can you please specify what the values of the “SAR” variable (Yes, No, N/A) exactly refer to?
- What exactly does the variable “ReferenceToOpArea” indicate?
- Can you please provide clarification as to what is meant by “TypeOfDetectedBy” and what the corresponding values (HELO, FWA, MAS) refer to?
- Can you please specify what the following values of the “TyoeOfInterceptedBy” variable refer to and how they substantively differ from each other? BGO, OPV, CPB, CPV, Second-Line Officer.
- Please provide a concise description of the "num_TransportMeansNumber" variable.

Furthermore, your decision to withhold access to the detection and interception coordinates is noted. The rationale provided pertains to the preservation of operational confidentiality, considering the overlap between ongoing and previous operations. I respectfully appeal this determination, aligned with the arguments advanced by Battiston in his request (https://www.asktheeu.org/en/request/boat...). It is pertinent to highlight that you granted Battiston access to analogous information via a private email exchange (refer to his statements in the paper, page 60, https://www.dropbox.com/sh/ct8qe4x71l7hj...). Given this precedent, I find no compelling grounds to dismiss my request.

I extend my sincere appreciation for your collaboration in this matter.

Yours sincerely,
Paul Michel
