Legal advice for Regulation 1049/2001

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

Any legal advice given to Frontex on the interpretation of Article 2 of Regulation 1049/2001 since 1 January 2014.

Minutes of meetings and notes made in meetings by Frontex staff since 1 January 2014 where reference is made to the interpretation of implementing Article 2 of Regulation 1049/2001.

Therefore how has FRONTEX come to create and adopt this policy requiring ID, that started in mid-September 2015 (see correspondence here: http://www.asktheeu.org/en/request/posei...

Surely there is some document or correspondence, for example where the idea is discussed or an agreement made, or a decision taken?
