List of all chemicals in the "C&L inventory" with pertaining information, in machine-readable format

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

A list of all chemicals in the ECHA "C&L Inventory", including the information in the "Summary of Classification and Labelling" for each chemical, in machine-readable form (e.g. CSV, XLS, XLSX).

I request the information in this format as, on the website, one can only extract the summary of the search result in machine-readable format; however, it is necessary to click the "eye" icon to see further information regarding each chemical.

The construction of the file should be one information per column. I request the information included should be: Index number / EC/List no. / CAS number / International Chemical Identification / Hazard Class and Category Code(s) / Hazard Statement Code(s) / Supplementary Hazard Statement Code(s) / Pictograms, Signal Word Code(s) / Specific Concentration limits, M-Factors, Acute Toxicity Estimates (ATE) / Notes / Signal words / Pictograms (text only) / Seveso Substance / Seveso Categories

If any of this information, like "notes", is not easily included in machine-readable format, I fully accept its exclusion. If any of the information has duplicates in Norwegian, I would be extra grateful were this information included.

Thank you for your request for access to documents dated 28 March 2019 and
registered on 1 April 2019 under the reference number ATD/028/2019.

 

In your request you seek access to “a list of all chemicals in the ECHA
"C&L Inventory", including the information in the "Summary of
Classification and Labelling" for each chemical, in machine-readable form
(e.g. CSV, XLS, XLSX)”.

 

ECHA does not hold any document containing a list of all chemicals in the
C&L Inventory, including the information in the Summary of Classification
and Labelling.

 

However, a table of harmonised classification and labelling of hazardous
substances, which are available in Table 3 of Annex VI to the CLP
Regulation, can be found on ECHA’s website via the following link:

The harmonised classification and labelling of hazardous substances is
updated through an Adaptation to Technical Progress (ATP).  The publicly
available table is in the XLS format and contains all updates to the
harmonised classification and labelling of hazardous substance. In this
table it is possible to find the following information: Index number;
International Chemical Identification; EC number; CAS number; Hazard Class
and Category Code(s); Hazard Statement Code(s) for Classification;
Pictogram, Signal Word Code(s); Hazard Statement Code(s) for Labelling;
Specific Concentration limits, M- factors; Notes; and information on the
ATP inserted/ATP updated.

 

When searching in the C&L Inventory on ECHA’s website, most of the
harmonised substances inserted in the CLP00, ATP01, ATP02, ATP03, ATP04,
ATP05 and ATP06 have a non-official Norwegian version of their name. You
can find this non-official version under the ‘International Chemical
Identification’ in the ‘Summary of Classification and Labelling’. ECHA
does not possess any further documents in this language.

 

In case this publicly available information does not fulfil your interest,
in light of Article 6(2) of Regulation (EC) No 1049/2001 (the “ATD
Regulation”) we invite you to provide us with more detailed information on
the documents which you would like to have access to.

 

Please note that, as set in the Management Board decision on the
implementation of Regulation (EC) No 1049/2001 in ECHA ([2]MB/12/2008
final), the deadline for replying to your request shall run only from the
time we have received your clarification. We would appreciate to receive
it until 11 April 2019. If you do not contact us within this timeframe,
your request will be considered as closed and it will not be further
processed.
