Dear European Chemicals Agency,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
Please send me the following list of the "ECHA Registered Substances" in machine-readable form (e.g. CSV, XLS, XLSX).
Construction of the file: One information per column. + The name of the substances in all EU languages (here as well 1 language per column).
Thank you for your efforts
Yours faithfully,

Dear ECHA ATD,
Thanks so much for the rapid feedback.
Thanks for the hint to the registered substances, which isn't help me so much and was already known.
I try to be more specific: The EC Inventory seems to be available in englisch only. But I need the list in all EU languages. As well the format of the downloaded/exportet list is the wrong one. So I don't get the information needed.
So unfortunately I still need the EC inventory as for example CSV file in the format (per column):
Name (24x, all names/language of the EU, 1 column per language) / EC no. / CAS no. / Molecular Formula / Description
Yours sincerely,
Felix Gaul

Dear ECHA ATD,
Please note I'm not sure in which way I should clarify the documents I like to have. All lists is just "all" lists. So I basically mean all lists of substances, which have been created/received/collected/started for whatever purpose.
For example:
- Internal ECHA working lists related to substances, companies etc.
- Lists from lobby organisations (no matter if industrial or environmental)
- Lists from EU member states (their government organisations)
- Lists from third-party-countrys (their government organisations)
- Etc.
All above partys got lists of substances they do concern for whatever reason. Those lists have been created with a certain purpose, which has been adressed to the ECHA.
Yours sincerely,
Felix Gaul

Dear Mr Gaul,
ECHA is committed to transparency and endeavours to conduct its activities and decision-making as openly as possible. We want to give citizens and interested parties the possibility to know more about ECHA's activities.
It is in this spirit that we seek to give a full examination of applications for access to documents.
We have consulted the relevant ECHA services on your application ref. ATD/94/2018. Unfortunately the examples you provided on 24 August in order to clarify the scope of your application remain expressed in general terms.
We are not able to readily identify documents falling in the scope of your request.
We would like to assist you in clarifying your application in such a manner that would enable us to fully examine it.
For this purpose, we propose to arrange a telephone call with you. During this call we would like to first explain the different processes handled by ECHA, go through our website where lists can be found, and secondly, discuss which topics and processes are of interest to you in order for us to identify non-publically available information that may satisfy your request.
Should this proposal be acceptable to you, kindly let us know of your availability and contact details.
We look forward to your reply within three working days.

Dear Mr Gaul,
In the absence of a reply to our proposal to assist you in identifying the
lists of your interest, we are not in a position to give a full

We therefore close the processing of your request.
Should you wish to submit a new application, we invite you to do so via
the [1]web form on ECHA Website or any other channel of your choice.
