Dear Secretariat General of the European Commission,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

For the period between 1 January 2022 to date:

- a list of all lobby and industry meetings and/or calls and/or interactions of any kind held by the Secretariat General, including any Cabinet Members and/or officials, during which “sanctions” and/or “Russia" and/or "Russian" were discussed.
The list should include: date, individuals attending and organisational affiliation, as well as the issues discussed;

- all minutes and other reports of these meetings and/or calls;

- all documents prepared for the purpose of the meetings and/or exchanged during the course of the meetings.
- all correspondence, including attachments (i.e. any emails, mail correspondence or telephone call notes) between the Secretariat, including any Cabinet Members and/or officials, and any lobby group and/or industry representative discussing “sanctions” and/or “Russia" and/or "Russian".

To the extent possible, I prefer the documents in electronic format.
Should my request be denied wholly or partially, I kindly request to explain the denial or all redactions referring to specific exemptions in the regulation. Also I would expect the partial release of documents, in case of partial exemption according to article 4.6.

Please confirm receipt of this application. I look forward to receiving your reply within 15 business days, as established by the regulation.

Yours faithfully,

Matteo Civillini

Dear Secretariat General of the European Commission,

Please pass this on to the person who reviews confirmatory applications.

I am filing the following confirmatory application with regards to my access to documents request 'Lobby meetings/correspondence on sanctions'.

There is an overriding public interest in knowing how lobby and industry groups may have informed and/or influenced decision-making on an important matter of public interest.

I would argue your refusal to grant my application is based on a blanket ban on disclosure without assessing the merit of each relevant document.

I would ask you to take into account Article 4 (6) states that if only parts of the requested document are covered by any of the exceptions, the remaining parts of the document shall be released.

A full history of my request and all correspondence is available on the Internet at this address: http://www.asktheeu.org/en/request/lobby...

Yours faithfully,

Matteo Civillini

Dear SG ACCES DOCUMENTS,

You should have provided a response to my confirmatory application by 25th May 2022. A reply to my request is now long overdue.

On 30th May you informed me that due to "internal consultations" you were still not able to provide me with a response.

Three more weeks have passed and you have neither provided me with a response nor given me an update on the situation.

Could you please reply to my confirmatory application, as mandated by legislation?

Thank you.
Yours sincerely,

Matteo Civillini
