Maintenance and enhancement of the system THETIS
Dear European Maritime Safety Agency,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
Portugal-Lisbon: THETIS Enhancement and Maintenance OJ S 232/2022 01/12/2022 with the Reference number: EMSA/OP/12/2022 and Notice ID: 667527-2022.
To establish a framework contract with a contractor to maintain and enhance the system THETIS, its existing modules and all its subsidiary components, development of new modules and functionalities.
Specifically, I request access to the following documents:
1. The full text of the winning proposal submitted for this contract, with minimal redactions to ensure the substance of the proposal is understandable and usable.
2. Copies of other shortlisted proposals (if applicable) that were evaluated during the selection process.
My request is made in the context of academic research, conducted in collaboration with universities, aimed at examining procurement processes and decision-making criteria in government contracts, particularly in the area of public infrastructure and operational services. The requested documents are essential for our research and will contribute to a better understanding of these processes.
