Our reference 2023-2451

Dear Mr Dohle

Thank you for contacting the Transparency Unit of the European Parliament.

Your application for public access to documents under Regulation (EC) No
1049/2001 is not sufficiently precise to enable us to identify the
documents falling within its scope. Therefore and in accordance with
Article 6(2) of that Regulation, we ask you to clarify some aspects that
would make it possible for us to understand precisely which meeting you
are referring to: For example, it may be helpful for us to know who the
participants were (Apart from the MEPs already mentioned in your request)
or at which venue and in what context that meeting took place, as well as
who the organiser was.

Please note that, in the case of a meeting between Members and third
parties without the involvement of the Parliament administration,
Parliament would not normally hold any related documents. Meaning, the
existence of documents about the meeting in your request would depend on
the type of participants involved and the nature of the meeting itself.
Please be aware that, even if a meeting has taken place on the
Parliament’s premises, Parliament’s administration does not necessarily
hold any meeting documents if it did not participate in the meeting’s
organisation (see also Parliament’s Rules of Procedure and, in particular,
[1]Rule 122).

Please be aware that the deadline for responding to your application
cannot run pending clarification, and that your application will be
considered as withdrawn and the file as closed in the absence of any reply
within 20 working days.

Best regards,

Dear European Parliament,

Following your request for clarification, please follow this link on Twitter.

We are trying to find out who organised and paid for this meeting and the travel costs of the participants. This meeting appears to be part of a US-led campaign to re-open intercountry adoptions from Romania by having European adoption agencies' clients put pressure on the European institutions.

Dear Mr Dohle

Thank you for providing additional information.

Based on the clarification (Twitter post provided) and following your
request regarding the meeting that took place on 25 April 2006 between
MEPs and a third party.

In the case of a meeting between Members and third parties without the
involvement of the Parliament administration, Parliament would not
normally hold any related documents. The reason is that Members hold these
meetings on their own behalf, within the exercise of their free mandate
and without the involvement of Parliament's administration, which is
applicable to the meeting in question.

Per previous response and as it is still applicable to the meeting in
question. Please be aware, that even if a meeting has taken place on the
Parliament’s premises, Parliament’s administration does not necessarily
hold any meeting documents if it did not participate in the meeting’s
organisation which is the case regarding your request (see also
Parliament’s Rules of Procedure and, in particular, [1]Rule 122).

In case of any additional general inquires about past legislatures and
documents you can contact the European Parliament Historical Archives at
[2][email address].

With this response, the Parliament considers your request handled and the
file closed. Please do not hesitate to come back to us, should you have
any further request for documents of the European Parliament.

Kind Regards,

Dear European Parliament,

Thank you for your explanation.

I am trying to find out what the rules are for such meetings held at the European Parliament without any formal participation of the European Parliament's administration.

We have proof that it was mainly organised by and through Foreign interference.

Yours faithfully,

Arun Dohle
