Meetings and correspondence between DG ENV, GasNaturally and its members

Response to this request is long overdue. By law, under all circumstances, Environment should have responded by now (details). You can complain by requesting an internal review.

Dear DG Environment,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

1) a list of meetings of DG ENV officials and/or representatives (including the Commissioner and the Cabinet) and representatives of GasNaturally or any of its members (EUROGAS, European Gas Research Group (GERG), Gas Infrastructure Europe (GIE), International Associations of Oil and Gas Producers (IOGP), International Gas Union (IGU), Marcogaz and NGVA Europe);

2) minutes and other reports of these meetings;

3) all correspondence (including e-mails) between DG ENV officials and/or representatives (including the Commissioner and the Cabinet) and representatives of GasNaturally or any of its members (EUROGAS, European Gas Research Group (GERG), Gas Infrastructure Europe (GIE), International Associations of Oil and Gas Producers (IOGP), International Gas Union (IGU), Marcogaz and NGVA Europe).

Please consider my request from the 1st of January 2014 on.

These stakeholders are primarily concerned with subjects that would be
dealt with by the Directorate General for Energy, we would therefore like
to enquire on which subject in relation to environment actions you are
searching, so that we may better address your request.

Thank you for your reply.

My main interest would be meetings where (natural) gas or LNG is being discussed or correspondence where (natural) gas or LNG is being mentioned. For example meetings or correspondence on Hydrocarbons and LCP BREF (in this case with IOGP).

I would like to receive a list of correspondence of all above-mentioned organisations with representatives of DG ENV, focussing on correspondence where (natural) gas or LNG (terminals and pipelines) is mentioned. For now, attachments can be excluded from this request.

Further, I would be interested to see minutes of meetings where topics such as Blue Growth and Energy Union are discussed.

Please consider my request from January 1st 2014 to present.

Dear Mrs Vermander,

 

Thank you for your mail of 28.07.16 (below), on which we have the
following remarks:

 

1)      Information you need is possessed basically by DG ENER. DG ENV is
associated to certain initiatives of DG ENER as far as the environment is
concerned.

Therefore, for the Energy Union the only DG ENV unit could have something
in line with your request is the unit A2 having in its portfolio:
'Coordination of DG ENV work on energy issues, follow-up and reaction to
DG ENER horizontal initiatives, links between energy policy and resource
efficiency policy'. We really do not see how other DG ENV units could have
contributed to the topic: we really doubt that the units in charge of the
air, i.e. Clean Air and Industrial Emissions and Safety, may bring a
contribution to the issue you are interested in.

 

Do you agree that the research of documents should be limited to the unit
A2 due to its coordination with DG ENER?

 

2)      On Blue Growth, we have identified the unit C2 which has in its
responsibilities this issue. Therefore, we intend to send your request to
this unit in order to search possible documents included in your request.

You will take note of the fact that in the agenda of Commissioner Vella
and of members of his Cabinet some meetings with external actors were
devoted to this topic.

We are attaching the link with the Commissioner website where you can find

We would like to point out that it is likely that no minutes of such
meetings were drafted.

As far as Commissioner Vella and his Cabinet are concerned, could you
indicate us whether this information is sufficient for your purposes?

 

3)      Do we have to consider that your other request
[2][email address]  became without object?

 

4)      Your request starts from 1^st January 2014. Until 31 October 2014
the Commissioner for Environment was Mr Janez Potocnick. All his files
were sent to the Historical Archives, as it happens for each Commissioner
at the end of his/her mandate.

 

Therefore, do you accept that your request starts on 1 November 2014, when
the current Commission has taken its functions?

1. As regards the research for documents regarding the topic of Energy Union (list of meetings, topics discussed and minutes/summaries thereof), and correspondence between DG ENV and GasNaturally, its members, SolarPower Europe and WindEurope (with mention of (natural) gas and/or LNG), I agree the research to be limited to unit A2.

2. If no minutes of such meetings (or the meetings referred to in point 1) are drafted, I would like to see other documents (eg summary of the meeting, points to take forward) related to these meetings.

3. Yes, the request entitled "Meetings and correspondence of DG ENV with SolarPower Europe and EWEA (WindEurope)" may be considered without object.

4. I agree my request is considered from 1 November 2014.
