Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

A complete of list of all meetings held by any member of your team/staff with churches, religious associations or communities, as well as with philosophical and non-confessional organisations, from 1 January 2014 onwards, specifying the status of the organization (church, religious association or community, philosophical association or non-confessional association).
All documents, including all emails, minutes, reports or other documents received or drawn up before, during or after the meetings, and any other briefing papers related to these meetings.
I would prefer to receive this information in a machine-readable electronic format.

Your application is currently being handled. However, we will not be in a
position to complete the handling of your application within the time

Therefore, we have to extend the time limit with 15 working days in
accordance with Article 7(3) of Regulation (EC) No 1049/2001 regarding

Operations (DG ECHO) to identify relevant documents which would correspond
to your request. Please note that, on the one hand, in a group of more
than 200 DG ECHO’s partners, faith-based NGOs hold a significant place. On
the other hand, this is not because of the faith-based engagement that DG
ECHO works with such NGOs; when reviewing applications what DG ECHO has
tested applicants against is their professionalism and  respect of
humanitarian principles of neutrality, impartiality, independence and
humanity. The same holds for any other organisation who wants to become DG
ECHO partner.

Therefore, DG ECHO does not record or track applicants or partners in
relation to their faith-based affiliations or on their non-confessional,
philosophical approach. Consequently, your request for access to the
documents could not be replied to in view of no such tracking.

Dear Humanitarian Aid and Civil Protection,

I can not give you more detailed information, as that is all the information the law I am based on provides. Please, understand those terms in the same way the article 3 of COMMISSION DECISION of 25 November 2014 (on the publication of information on meetings held between Directors-General of the Commission and organisations or self-employed individuals) does.

Moreover, the Agreement between the European Parliament and the European Commission on the transparency register for organisations and self-employed individuals engaged in EU policy-making and policy implementation (19.9.2014) establishes that transparency register does not apply to churches, religious communities. As such, I cannot identify them in advance.

However, please notice that I am refering to churches and religious communities (or their members), such as a Bishops, COMECE, a Caridinal, a nuncio or Opus Dei (this is not an exhaustive list, they are just examples). I cannot identify them all, for the reasons mentioned before. I am not refering to NGOs with faith based values, such as Caritas.
