Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
- all documents - including but not limited to minutes, (hand-written) notes, audio recordings, verbatim reports, operational conclusions, lines to take, e-mails, and presentations - related to all meetings between the Secretariat and representatives of trade associations, unions, and think tanks on the subject of EFSI in 2014 and 2015.

The description given in your application does not enable us to identify
concrete documents which would correspond to your request.
We therefore invite you, pursuant to Article 6(2) of Regulation (EC) No
1049/2001 regarding public access to documents, to specify precisely which
person(s) (names) or service you mean by “Secretariat”, specify precisely
the names of the “trade associations, unions, and think tanks” and the
names of the persons representing these organisms you seek to obtain
documents from. Please provide us with more detailed information on the
documents which you seek to obtain, more particulary the topic(s) of the
requested documents, references, date of the requested documents, persons
or bodies who drafted the documents etc…

Thank you for your response.
Article 6 (2) of Regulation 1049/ 2001 reads as follows:
"If an application is not sufficiently precise, the institution shall ask the applicant to clarify the application and shall assist the applicant in doing so, for example, by providing information on the use of the public registers of documents."

This article specifies that if the FOI is not precise enough, it is also the lawful responsibility of the institution--in this case, the Secretariat General of the European Commission--to assist the applicant (me), in making it sufficiently clear.
Therefore, let me first clarify “Secretariat” to mean: all persons employed at the Secretariat General of the European Commission: including Commissioner Junker and his personal staff, First Vice President Frans Timmermans and his personal staff, Hors Classe Adviser Martin Selmayr and his personal staff, and all others in Commissioner Junker’s cabinet.
From the “Transparency” section of the Commission’s site, I see that Commissioner Junker met with the European Trade Union Confederation, the European Round Table of Industrialists, and FEDIL in 2015. (See here: http://ec.europa.eu/transparencyinitiati...)
Similarly, I see that Luc Tholoniat met with the European Trade Union Confederation on “Economic and social priorities,” in Brussels in January 2015, and Paulina Dejmek Hack met with AmCham EU on the Investment Plan in January 2015.
Please send me all documents related to these meetings: correspondence, minutes of the meetings, and any conclusions and notes that followed the meetings, including emails on the contents of the meetings that followed the meetings.
Then, please use the calendar of Commissioner Junker, Commissioner Junker’s staff, First Vice President Frans Timmermans, Mr. Timmermans’s staff, Hors Classe Adviser Martin Selmayr, Mr. Selmayr’s staff, and the calendars of those listed in the Secretariat General’s organizational chart, which I have linked above, to identify and send me a list of the following:
-All meetings between these individuals I have listed and trade unions, chambers of commerce, and business associations--and their representatives--on EFSI, the “Investment Plan”, or investment into Europe.
By “trade unions” I mean groups such as the European Trade Union Confederation. By “business associations” I mean groups such as the European Round Table of Industrialists.
From this list I will identify which documents and which meetings I need.

Please find attached to this email the lists of all meetings held between
the organisations/entities mentioned in your requests available in the
Transparency Register. The lists are attached per organisation/entity
mentioned.
We would like to clarify that only the meetings held by staff members of
the senior management of the European Commission, such as Members of the
Commission (the President, First Vice Presidents, Vice Presidents,
Commissioners), their cabinets members and Directors-General are publicly
available. It is therefore not possible to perform a search of the
calendars of all persons employed at the Secretariat-General of the
European Commission, nor of other Commission officials, such as officials
working at the Regulatory Scrutiny Board, in order to provide you with a
list of meetings. Furthermore, please note that it is not possible to
identify ‘lobbyists affiliated’ to a specific organisation, nor to perform
a search based on generic names and titles such as ‘trade associations’ or
‘unions’, without providing us with the specific name of the
organisation/entity concerned.
Based on the above, we would like to clarify the following points with
you:
As a preliminary remark, for all of the requests submitted by you, we
would like to kindly ask you to specify the subject-matter of the
documents you are interested in, in order to enable us to perform the
search.
Regarding your request 2019/5828, could you please confirm that you are
interested in obtaining access to all documents in relation to all
meetings held between the First Vice President Frans Timmermans and his
cabinet members, for the period of 2014 and 2015, and the following
organisations : PA Europe, BusinessEurope and the World Economic Forum?
Regarding your request 2019/5865, could you please confirm that you are
interested in obtaining access to all documents in relation to all
meetings held between the President Jean Claude-Juncker and his cabinet
members, for the period 2014 and 2015, and the following
organisations/entities: Business Europe, Pierre Gattaz (‘Mouvement des
Entreprises de France’), the Confederation of British Industry and the
European Policy Centre?
Furthermore, for the same request, could you please confirm that you are
interested in obtaining access to all documents in relation to all
meetings held between the First Vice President Frans Timmermans and his
cabinet members, for the period 2014 and 2015, and the following
organisations/entities: Confederation of British Industry and the European

Regarding your request 2019/6002, could you please confirm that you are
interested in obtaining access to all documents in relation to all

number GESTDEM 2019/6002, and in relation to which final clarifications
were received on 25 October 2019.
Your application is currently being handled. However, we will not be in a
position to complete the handling of your application within the time
limit of 15 working days, which expires on 18/11/2019.
An extended time limit is needed, as we have not yet been able to gather
all the elements necessary to carry out a full analysis of your request
and to take a final decision.
Therefore, we have to extend the time limit with 15 working days in
