Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting the documents which contain information on which persons are obliged to register their mission expenses in the Mission Processing System (MiPS).

In other words, which of the people who work for the European Commission are considered to be "Mission Performers" within the meaning of the guidance on how to enter data in the MiPS .

I am seeking documents which set out the obligation, which state (to the extent that they do) the normative basis for that obligation, which specify who precisely is obliged to use this system, and -- to the extent relevant -- details on the sanctions or consequences for not reporting mission costs in the MiPS.
