Dear European External Action Service,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting:

Any document - including, but not limited to, minutes, transcripts, decisions, reports and/or any form of correspondence - concerning the Global Gateway project for renewable/green hydrogen in Namibia.

Please also include any documents relating to the visit of EU Commissioners Jutta Urpilainen and Thierry Breton to Namibia in January 2023.

To the extent possible, I prefer the documents in electronic format.
Should my request be denied wholly or partially, I kindly request to explain the denial or all redactions referring to specific exemptions in the regulation. Also I would expect the partial release of documents, in case of partial exemption according to article 4.6.

Please confirm receipt of this application. I look forward to receiving your reply within 15 business days, as established by the regulation.

Yours faithfully,
Matteo Civillini

EEAS ACCESS TO DOCUMENTS, European External Action Service

Dear Mr Civillini,

We refer to your requests for access to documents registered under reference number 2023/110.

Your application is currently being handled, the EEAS divisions are searching for the documents which could potentially fall within the scope of your applications “documents relating to the visit of EU Commissioners Jutta Urpilainen and Thierry Breton to Namibia in January 2023".

However, due to the amount of documents to be analysed and the need to consult third parties, we will not be in a position to complete the handling of your application within the time limit of 15 working days, which expires tomorrow, 24 August 2023. We therefore, exceptionally and in line with Article 7(3) of Regulation 1049/2001, need to extend the deadline for replying to you by additional 15 working days, i.e. until 14 September 2023.

Moreover, to facilitate a timely handling of your application within the above mentioned deadline, we would like to check whether you could specify the objective of your request, your focus of interest in the requested documents (i.e. subject matters) and whether you could narrow down the scope of your request so as to reduce it to a more manageable amount of documents. This could help us in providing you a targeted assessment of documents and possibly save the time and resources needed to analyse documents not falling within your specific interest.

In fact, Article 6(3) of Regulation 1049/2001 provides that, in the event of an application relating to a very long or a very large number of documents, the institution concerned may confer with the applicant informally with a view to finding a fair solution. In accordance with the case law of the Union Courts, the proposal for a fair solution aims to balance the interest of the applicant against the workload resulting from the processing of the application in order to safeguard the interests of good administration (Judgments of 6 December 2001, Council v Hautala, Case C 353/99 P, EU:C:2001: 661, para. 30, and of 2 October 2014, Strack v Commission, Case C 127/13 P, EU:C:2014:2250, para.27).

We will make every effort to process your request as quickly as possible, hoping that further clarifications from your side could support us in a speedy handling of your request.

We look forward to hearing from you with regard to the above with the view to being able to further process your request.

Yours sincerely,

EEAS ACCESS TO DOCUMENTS
