National risk assessments for security of 5G networks

Your application is currently being handled. However, we will not be in a
position to complete the handling of your application within the time
limit of 15 working days, which expires on 12 September 2019.

 

An extended time limit is needed as your application concerns a large
number of documents and different  Services  must be consulted.

 

Therefore, we have to extend the time limit with 15 working days in

I am filing the following confirmatory application with regards to my access to documents request 'National risk assessments for security of 5G networks'.

My request was refused on grounds of public security. However, at least part of the documents in question are already public. The German authority granted me access to their response to the Commission. (See here: https://fragdenstaat.de/anfrage/national...). It hardly makes sense to argue against any kind of disclosure on security grounds when at least one authority saw no reason to withhold.

Also, the Commission has said it would publish their EU-wide risk assessment based on the national submissions by October 1st 2019, now posponed tentatively to October 9th. If the EU-wide risk assessment can be published, certainly the national submissions can't be more secret than that.

In regard to the ongoing decision making process, I would like to argue that these documents in question do not reflect a national viewpoint that is up for debate and argument, but rather a factual assessment of the status quo. Therefore their disclosure can hardly affect the decision making based on them in a negative way.

Also, I would like to the significant public interest in disclosure of the document. A story I wrote on the German submission to the process was picked up by the news agency DPA and other outlets, it was widely reported in Germany. News stories on the leaked draft documents for the EU-wide risk assessment were reported in several outlets including Politico and Agence Europe. This should merit consideration that public interest is big enough for disclosure.
