Nauru visa waiver

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

the course of negotiations of the visa-free agreement with the Republic of Nauru.

Background:

On 15 May 2014 the EU announced the addition of Colombia, Dominica, Grenada, Kiribati, Marshall Islands, Micronesia, Nauru, Palau, Peru, Saint Lucia, Saint Vincent and the Grenadines, Samoa, Solomon Islands, Timor-Leste, Tonga, Trinidad and Tobago, Tuvalu, the United Arab Emirates and Vanuatu to the Annex II but with exemption application from the date of entry into force of an agreement on visa exemption to be concluded with the European Union in the future.

By the end of 2016 bilateral agreements on visa exemption were concluded with all countries mentioned above except for Nauru.

I would like to receive all related correspondence with authorities of Nauru, internal correspondence, memos and other relevant documents created during the course of negotiations with the Republic of Nauru authorities since 15 May 2014 on the subject of visa waiver agreement akin to ones signed with Kiribati, Marshall Islands, Micronesia, Palau, Samoa, Solomon Islands, Tonga, Tuvalu, Vanuatu and Timor-Leste between 26 May 2015 (Timor-Leste) and 20 September 2016 (Micronesia). These agreements were signed after the European Commission announced a proposal to introduce visa-free travel for citizens of island nations in November 2012 and after the Regulation (EU) No 509/2014 of the European Parliament and of the Council of 15 May 2014 amending Council Regulation (EC) No 539/2001 listing the third countries whose nationals must be in possession of visas when crossing the external borders and those whose nationals are exempt from that requirement was adopted. Each of the 19 countries were required to first conclude a bilateral visa waiver agreement with the European Union before the visa waiver comes into effect. The only country with which the EU failed to sign a bilateral agreement to date is Nauru.
