Number of Border Crossings By Year, Country of Origin, Location of Detection

The request was partially successful.

Dear European Agency for the Management of Operational Cooperation at the External Borders,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

For all years since Frontex has been established in 2005 I request
the following tabulated information preferably as an Excel
spreadsheet.

Number of detected Illegal border crossings cross tabulated by
quarter of year, by areas of disembarkation, by country of origin
and by method of
crossing (land/ sea).

To given an example how the data should look:

Year and Quarter, Disembarkation/Detection point (Country), Origin Country,
Method of Crossing, Number of Detections
2010q1, Greece, Syria, Sea, 12
2010q1, Greece, Syria, Land, 24
2010q1, Greece, Somalia, Sea, 21
2010q1, Italy Lampedusa, Somalia, Sea, 21
....
....

This information is not published in the
Quarterly Risk Assessment reports.

Yours sincerely

Thiemo

Dear European Agency for the Management of Operational Cooperation at the External Borders,

I am still awaiting a response on my FOI request. Can you please contact me asap, in case you require further details about my request.

Yours faithfully,

Thiemo

Paulina Bakula, European Border and Coast Guard Agency

Dear Thiemo,

Thank you for contacting Frontex and apologies for the late reply.

Your request is not a PAD request but request for information, as the data
you ask for is not included in an existing document but needs to be
extracted from several sources.

Therefore we will answer you in the shortest possible time.

Kind regards,

Paulina Bakula

Dear Paulina Bakula,

Thank you for your reply. The data is still incomplete, hence I have not marked the FOI request as answered.

The data is not broken down to the level of detail requested.

(1) You provide the different routes, but I have asked for the "country of detection". Hence, instead of providing statistics by the various routes, I want to know the detections by the detection point - either a city, district or country.

For example for the "Eastern Mediterranean Route" I want to know the detections by the countries that comprise the Eastern Mediterranean route by Frontex definition: i.e. Greece, Southern Bulgaria and Cyprus. And similarly for all other routes.

(2) The data does not provide details beyond the top 3 countries of origin. I have asked for data pertaining to all origin countries and not only the top 3.

Please do not hesitate to get back in case you have further queries.

Yours sincerely,

Thiemo

Dear Thiemo,

Thank you for your email.

Again I would like to underline that this is not an access to documents request, but access to information request and in this case the obligation to reply within 15 working days does not apply.

I have forwarded your questions to the relevant department.

Kind regards,

Paulina Bakula

Dear Thiemo,

1) Frontex cannot share the data broken down by the countries of
detection, because these data are the property of the EU Member States.
Frontex can only share data broken down by routes.

2) We can provide you data on all nationalities (not only on the top 3),
however those will be given to you at the level of the routes only for the
reason given above. Please let us know if you are still interested to get
