Parcitipation of Republic of Slovenia in the EU Election Observation Missions
Dear International Cooperation and Development,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which
contain the following information:
- containing the number of Short Term and Long Term Election
Observers proposed for each of the EU Election Observation Mission
to the European Commission by the Ministry of Foreign Affairs of
the Republic of Slovenia in the period from 1st May 2004 till 6th
July 2015,
- containing the number of Short Term and Long Term Election
Observers selected by the European Commission from those candidates
which were proposed for each of the EU Election Observation Mission
by the Ministry of Foreign Affairs of the Republic of Slovenia in
the period from 1st May 2004 till 6th July 2015,
- containing the number of posts of Short Term and Long Term
Election Observers available for Slovenian candidates which could
be proposed by the Ministry of Foreign Affairs of the Republic of
Slovenia and selected by the European Commission in regard to
fulfil the national balance of Slovenian candidates in the total
number of all candidates for each of the EU Election Observation
Mission in the period from 1st May 2004 till 6th July 2015.
Please state the numbers of upper mentioned Slovenian Short Term
and Long Term proposed and selected Election Observers separately
by the type and by each EU Election Observation Mission in the
period from 1st May 2004 till 6th July 2015.
Please also state the number of upper mentioned Slovenian Short
Term and Long Term proposed and selected Election Observers how
many of them were Slovenian civil servants, public officials or
public employees separately for each EU Election Observation
Mission in the period from 1st May 2004 till 6th July 2015.

Dear Sir,
Thank you for your request dated on 6.7.2015 and 15.07.2015, which you
have sent via the organisation Ask the EU and which we have received via
the functional mailbox of Directorate-General of International Cooperation
and Development of the European Commission.
We inform you that, due to the subject-matter of the request (Election
Observers), the Service of Foreign Policy Instruments is in charge of
dealing with it. We also inform you that your request is currently being
handled.
On the basis of your two e-mails, we understand that you are requesting
the documents including the following information containing the number
of:
1. Short Term and Long Term Election Observers proposed for each of the
EU Election Observation Mission to the European Commission by the
Ministry of Foreign Affairs of the Republic of Slovenia in the period
from 1st May 2004 till 6th July 2015,
2. Short Term and Long Term Election Observers selected by the European
Commission from those candidates which were proposed for each of the
EU Election Observation Mission by the Ministry of Foreign Affairs of
the Republic of Slovenia in the period from 1st May 2004 till 6th July
2015,
3. Short Term and Long Term Election Observers available for Slovenian
candidates which could be proposed by the Ministry of Foreign Affairs
of the Republic of Slovenia and selected by the European Commission in
regard to fulfil the national balance of Slovenian candidates in the
total number of all candidates for each of the EU Election Observation
Mission in the period from 1st May 2004 till 6th July 2015.
You have also requested from us to state the number of upper mentioned
Slovenian Short Term and Long Term proposed and selected Election
Observers how many of them were Slovenian civil servants, public officials
or public employees separately for each EU Election Observation Mission in
the period from 1st May 2004 till 6th July 2015.
Due to the facts that your request relates to a very large number of
documents, that other services must also be consulted and, principally,
due to the fact that you are requesting a set of figures (namely, the
numbers of Short and Long Term Election Observers within the precise
periods referred to in your two e-mails in subject), we propose you to
prepare a consolidated document containing the figures you are requesting,
If you this proposal is acceptable for you, instead of dealing with your
request under Regulation 1049/2001, the Service of Foreign Policy
Instruments would deal with your request in conformity with the Code of
Good Administrative Behaviour of the European Commission
([1]http://ec.europa.eu/transparency/code/_d...), Section 4
(Correspondence). Accordingly, we would send you the referred document
containing the requested figures as soon as possible.

questions regarding the participation of Slovenian nationals to EU
Election Observation Missions please find attached a table with the
requested information. In greater detail below you will find our replies
to the questions posed:
i. Question: Containing the number of Short Term and Long Term Election
Observers proposed for each of the EU Election Observation Mission to the
European Commission by the Ministry of Foreign Affairs of the Republic of
Slovenia in the period from 1st May 2004 till 6th July 2015.

Reply: The database we keep does not have such a detailed categorisation
of public servants and unfortunately we can’t provide you with further
input regarding this matter.
Due to the fact that your request related to a very large number of
documents, the need for consulting other departments, the holidays period
and the extraction of a set of figures, it has not been possible for our
services to deal with your request earlier. We apologise for this
inconvenience.
