Dear European Banking Authority,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

The total data values reported under Table F (Data Breakdown to be provided for e-money payment transactions) of the EBA Guidelines on fraud reporting under the Payment Services
Directive 2 (PSD2) for the years 2019, 2020, 2021 and 2022.

We refer to your communication dated 25 May 2023 in which you make a request for access to documents pursuant to Regulation (EC) No 1049/2001 of the European Parliament and of the Council of 30 May 2001 regarding public access to European Parliament, Council and Commission documents.
The European Banking Authority strives to be transparent and open to as great an extent as possible.

Concerning the data you requested, we would like to inform you that the EBA consider the quality of the data reported to be insufficient to draw any conclusion. Therefore, we are currently carrying out additional supervisory work in order to improve the data quality and make this data usable. The EBA aims at a more comprehensive publication of payment fraud data likely at the end of 2023.

In light of the foregoing, we would suggest setting up a meeting to better explain you the current situation.

Should you agree, we propose the following time slots:

• Tuesday, 13 June 15:00 – 15:30;
• Wednesday, 14 June 11:00 – 11:30;
• Thursday, 15 June 11:00 – 11:30;
