Dear Mr Nielsen,

 

With regard to your application for public access to documents regarding a
breakdown of MEPs' subsistence allowance paid out for 2019 and 2020, we
have identified the following documents:

 

-          Subsistence allowances - breakdown 2019; and

-          Subsistence allowances - breakdown 2020.

 

The acronyms used can be understood as follows, with Article references
being to the implementing measures for the statute for Members, a
consolidated version of which you can find [1]here:

 

-              Normal IJ: indemnité journalière (i.e. subsistence
allowance under Article 24(1)(a) IMMS), with attendance proven by
signature);

 

-              PREH: présences alternatives (proof of attendance by
alternative means other than signature);

 

-              MSA: missions spéciales autorisées (subsistence allowance
in the framework of a specific mission authorised by the President, the
Bureau or the Conference of Presidents under Article 10(2) IMMS);

 

-              PNAT: présence Parlement national (i.e. subsistence
allowance under Article 24(1)(b) IMMS, with attendance proven by
signature);

 

-              Hors UE: subsistence allowance under Article 24(3) IMMS for
journey outside the EU;

 

-              Réunions Conseil: subsistence allowance under Article
10(2a) IMMS relating to the attendance by Chairs of committees or
subcommittees of Council meetings; and

 

-              Article 22.3: subsistence allowance similar to the MSA (see
below) paid under Article 22(3) IMMS, for the attendance by Chairs of
committees or subcommittees of "conferences or events which deal with a
matter of European interest falling within the sphere of responsibility of
their committee or subcommittee and which have a parliamentary dimension",
requiring prior authorisation by the President. Exceptionally, Vice-Chairs
or members of the committees/subcommittees can substitute the Chairs at
these conferences/events.

 

On this basis Parliament considers your request handled and the file
closed. Please do not hesitate to submit a new request should you identify
specific Parliament documents for which you would like to request public
access.
