Permissibility of Frontex blocking emails with spam filters

We're waiting for David Schwartz to read recent responses and update the status.

Dear European Border and Coast Guard Agency,

I attempted to send an email to Frontex for the purpose of providing my identity information for a request for public access to documents. My email was not "bounced back", but the Frontex Transparency Office indicated that they did not receive my email. When I attempted sending the same email from my personal email address, Frontex received the email. Therefore, I suspect my original email address, or domain, is currently being blocked or filtered as spam by Frontex.

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

Any documents that explain whether or not the European Border and Coast Guard Agency is permitted, under EU law and/or the Frontex regulation, to "block" or otherwise filter as "spam" the emails from a specific individual (individual email address) or entity (emails coming from an entire domain). This could involve forcing the email to "bounce back" to the sender, or could involve automatically filtering the email as spam after it has been received by Frontex.

If it is permitted for Frontex to block or set as spam emails from a specific European individual (individual email address) or European entity (emails coming from an entire domain), please provide documents that permit this activity. In addition, please explain whether it is permissible for Frontex staff to block email addresses or block entire domains as spam on their individual Frontex email accounts, and/or if Frontex can set agency-wide restrictions on emails, either before or after being received.

Dear European Border and Coast Guard Agency,

When I try to use the token and case ID, I get this error: "Invalid token data provided"

It's not the captcha error because when that is incorrect, it gives a different error message.
