We refer to your application dated 18 November 2019 via the AsktheEU.org
website in which you make a request for access to documents, registered on
18 November 2019 under the above mentioned reference number.

 

In your above-mentioned application, you have requested access to
documents described as: “1) PM², 2) RUP@EC, 3) Agile RUP@EC methodologies”

 

This application was registered under the reference GESTDEM 2019/6694. 
You received an acknowledgement of receipt on the same date, stating that
the European Commission would reply by 9 December 2019.

 

This is a preliminary reply to your initial application based on Article
6(2) of Regulation (EC) No 1049/2001, which reads as follows:

 

“If an application is not sufficiently precise, the institution shall ask
the applicant to clarify the application and shall assist the applicant in
doing so […]”

 

Indeed, we consider that your application is not sufficiently precise.
While it refers to activities carried out by the Commission’s
Directorate-General for Informatics, it does not enable us per se to
identify what documents you may be referring to.

 

Nevertheless, in order to assist you, we are happy to provide you with
additional information as stated below.

Our department has received a number of applications for access to
documents related to RUP@EC, Agile RUP@EC and PM^2 in the past,  and has
had the occasion to assess whether access could be granted to the
requested documents. One of such occasions was the request registered
under reference GESTDEM 2016/5678, in which another citizen requested
access to:

 

“Guideline / Documentation (user or training manual) on the following
methodologies used by the European Commission, often referred in tenders:

1) PM² (Project Management methodology)

2) RUP@EC (software development methodology)

3) Agile RUP@EC (software development methodology)”

 

I am enclosing for your information a copy of the initial position adopted
by the Director-General of DIGIT on 18 October 2016 further to application
GESTDEM 2016/5678 (the personal data pertaining to the requester have been
redacted).

 

As you can see, in relation to PM^2, access was granted (subject to the
deletion of personal data) to a document identified as PM² Project
Management Methodology Guide (Version 2.5, September 2015).

 

However, in the meantime that document has become obsolete, and has been
replaced by a new document entitled PM² Project Management Methodology
Guide – Open edition. This document is publicly available from the EU
Bookshop:

More information on PM², the Project Management Methodology developed by

Overview, which was created some time ago, and which is enclosed.

 

Please note also that you can find a description of Agile@EC on pages 101
to 107 of the above-mentioned PM² Project Management Methodology Guide –
Open edition.

 

You may reuse the documents provided herewith free of charge for
non-commercial and commercial purposes provided that the source is
acknowledged and that you do not distort their original meaning or
message. Please note that the Commission does not assume liability

We refer to your application for access to documents, registered on 18
November 2019 under  the above-mentioned reference number, in which you
requested access to documents described as: “1) PM², 2) RUP@EC, 3) Agile

On 22 November 2019, we sent you a preliminary reply informing you that
your application was not sufficiently precise and did not enable us to
identify what documents you were referring to.

 

We nevertheless provided you with additional information and documents
related to the Commission ‘s activities in the areas you appear to be
interested in, as well as with information related to the outcome of
previous requests for access to documents in those fields.

 

In view of the extensive information provided, we invited you to let us
know by 29 November 2019 whether you wished to maintain your application,
asking you to clarify its precise scope in that case.  We also pointed out
that, in the absence of a reaction from you by that date, we would assume
that you did not wish to maintain your application, and that we would
therefore  close the file GESTDEM 2019/6694 without further action.

 

To the best of our knowledge, no reply has been received within the
indicated deadline, so we have concluded that your application has been
withdrawn.
