Dear Council of the European Union,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
1.- Any memorandum, report, working paper or document provided by the Rwandan government to the Political and Security Committee related to the deployment of the Rwandan Defence Forces in Mozambique between July 2022 and May 2024.
2.- Any working paper and other documents exchanged among the Political and Security Committee members between January 2023 and May 2024 regarding the deployment of the Rwandan Defence Forces in Mozambique.
I would appreciate it if you could provide the requested information in electronic format, if possible.
Also, I would like to clarify that I prefer you produce the documents on a rolling basis. At no point should the Commission’s search for—or deliberations concerning—certain documents delay the production of others that the Commission has already retrieved and elected to produce.
In the event that my request is denied, please explain the denial or all deletions of the regulations that refer to specific exemptions. Also, I expect the partial release of documents, in case of partial exemption according to Article 4.6.
Please, confirm having received this application. I look forward to your reply within 15 business days, according to the regulation.

Dear Mr Hurtado Coronado,
We hereby acknowledge receipt of your two messages on 29 April 2024 at 9:37am and 9:41am asking access to documents concerning Ruanda.
Although both messages are addressed to the Council of the European Union, we noticed that, in one of the final paragraphs of both messages, you refer to preferring us "to produce the documents on a rolling basis" and, right after, you also refer twice to the "Commission's" search or production.
May we please ask you to clarify that paragraph and to confirm that you are indeed introducing your two requests to the Council, and not to the Commission?
