Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

The May 2018 SESAR report on ADS-B
starts with the following:

“European Commission through its letter Ref. Ares(2018)1019272 – dated 15/02/2018 and in order to provide a clear and complete picture of the current situation of ADS- B implementation in Europe that could support the development, the consultation and the execution of an ADS-B recovery plan…”

I'm looking for this letter Ref. Ares(2018)1019272 – dated 15/02/2018,
and an explanation of the used term “ADS-B recovery plan”?
