We refer to your email dated 30/08/2019 in which you make a request for
access to documents which was registered under reference number INEA
2019/15.
You request "the full invoicing details related to the Wifi40EU project.
Full address, VAT number and all other applicable details"
In order to identify the document that you are interested in, we will need
that you further clarify your application for access to document.
Do you refer to a specific document such as grant agreement, payment
letter, recovery order, other ?
Do you refer to a document related to a specific grant agreement financed
under Wifi4EU Programme? If yes, could you please give us the reference of
this grant agreement?
We therefore invite you, pursuant to Article 6(2) of Regulation (EC) No
1049/2001 regarding public access to documents, to clarify your request.
In accordance with Regulation (EC) No 1049/2001 regarding public access to
European Parliament, Council and Commission documents, your application
will be handled within 15 working days. The 15 working days’ time limit
for handling your application will start running when we receive the
requested clarifications.

INEA ACCESS TO DOCUMENTS
Dear ve_inea.inea-access-documents (INEA),
I am requesting the full invoicing details of the department/commission handling the Wifi4EU project, as required by Belgian (and European) law.
We have completed a project for Wifi4EU months ago, and are stuck somewhere in the depths of the EU's internal processes for whatever reason.
The law is clear.
We have delivered services and goods, and as such are obliged to invoice you, regardless of your internal procedures.
As it stands now, the EU is forcing us to break the law (their own law) by making us wait unreasonable amounts of time to invoice them. As it stands now, the equipment that we have delivered sits in our books as stock. We cannot "deliver" this equipment, as there is no invoice.
We have not been able to invoice the EU so far, due to them not meeting their legal requirements.
We have not received invoicing details when requested, as well as them not publicly disclosing this information, which is, again, required by law.
The EU, like any other entity, is bound by law. And as such, such information should be publicly available.
Any business engaged in trading goods and services is required to publish their VAT number (if and when VAT is applicable).
I hope this satisfies your request for further clarification, and i look forward to your reply.

Based on the clarifications provided, we understand that your request
concerns the implementation of a Wifi4EU project and it is not an
application to access to documents under Regulation (EC) No 1049/2001.
Please note that your email was forwarded to the operational unit that is
in charge of the Wifi4EU programme who, according to our knowledge, has
already contacted you in this respect.
